Be a part of shaping effective labor management relations for WDFW. Our Labor Relations Manager provides integral support to Agency executive management and HR colleagues alike.

Will dispense guidance and advice to the Agency Director, Deputy Director, and members of the Executive Management Team (EMT) regarding actions, positions, and arguments of bargaining units. Serves as the lead and point of contact for all bargaining unit transactions i.e., grievances, hearings, Labor Management Communication Committees (LMCC), mediations, and arbitrations.

Some of what our Labor Relations Manager will enjoy doing,

Managing the Agency\'s Labor Relations Operations and Obligations:

  • Effectively plans and prepares for, anticipates, and responds to labor relations issues.
  • Develops effective working relationships with designated Labor Attorneys, Union/Association/Guild representatives and Labor Presidents, Boards and Shop Stewards.
  • Assess, evaluates, and determines the agency\'s labor obligations when organizational, programmatic, policy changes and other management-initiated actions impact bargaining unit members, including wages, hours and terms or conditions of employment and acts as the agency\'s principal contact with exclusive bargaining representatives.
  • Oversee preparation for Union/Management Communication Committee meetings and briefs agency management team on issues and positions.
Oversees Demands to Bargain, Master Collective Bargaining Agreement negotiations, and other labor relations processes:
  • Represents or assists in representing the agency at Demands to Bargain (DTB\'s).
  • Guides Senior Human Resource consultants in producing notification letters as needed or independently produces them.
  • Represents or oversees the Human Resource Consultants and other Managers assigned to represent the agency for the statewide negotiation of Master Collective Bargaining Agreement\'s at one or more of the following bargaining tables: WA Federation of State Employees (WFSE), WA Association of Fish and Wildlife Professionals (WAFWP), WA Association of Fish Hatchery Professionals (WAFHP), Fish and Wildlife Officers Guild (FWOG) and Fish and Wildlife Sergeants (represented by Teamsters Local 760).
WORKING CONDITIONS:
  • Work Setting, including hazards:
  • Office environment at the Natural Resources Building in Olympia.
  • Schedule:
  • Monday through Friday, generally 40 hours per week; long hours or days may be required at times to accomplish the assigned work and responsibilities.
  • Travel Requirements:
  • May be required, rarely, to travel within WA. May need to travel locally, within the Olympia/Seattle area, to accomplish assigned work.
Qualifications

REQUIRED QUALIFICATIONS:

Five (5) years of professional level labor relations experience.

This includes: a demonstrated ability to formulate and articulate labor relations principles and negotiating strategies, including the role of the union and their business interests and goals.

Competencies:
  • Excellent communication and negotiation skills and the ability to forge consensus among diverse advocacy groups and the ability to facilitate agreement among numerous diverse stakeholders.
  • Able to use data and information in a clear and rational thought process to assess and understand issues, evaluate options, form accurate conclusions, and make decisions.
PREFERRED QUALIFICATIONS:
  • Bachelor\'s degree in human resource management, business or public administration, social sciences, or a related degree from an accredited institution.
  • PHR or SPHR or equivalent SHRMS SHRM-CP or SHRM SCP certification.
  • At least three (3) years of professional labor negotiations experience that includes at least two (2) years serving as a lead negotiator.
  • Experience presenting cases before administrative hearing boards and/or arbitrators.
