The WSLCB Licensing and Regulation Division is announcing an exciting opportunity for a Social Equity in Cannabis Program Manager position in . This position reports to directly to the Licensing Director in the Licensing Division. This position provides agency-wide leadership in establishing and strengthening the Social Equity in Cannabis program. The Program Manager contributes to the overall mission of the agency by providing strong strategies, leadership, facilitation, planning, coordination, and partnership to support the agency\'s mission to promote public safety and trust through the fair administration and education of cannabis laws. This position serves on the Licensing Leadership Team and will help drive, shape, and coordinate the roll-out of the Social Equity in Cannabis Program and implement changes to the program based on changes in law and lessons learned. This position will help promote public trust by assisting the agency address the harms done to those who were most impacted by the war on drugs.

Duties

Develop and implement the Social Equity in Cannabis Program, contributing to the policies and procedures to support a dynamic, inclusive, and evolving program within the legal framework developed by the legislature. Duties include:

Planning and monitoring the execution and outcomes of the program, including managing project interdependencies.

Managing the development of the program and responding to legislative and program changes in a coordinated fashion.

Identifying and managing problems and risks as they occur.

Documenting and sharing decisions made about the program.

Managing contracts related to the program.

Coordinate efforts with the Department of Commerce to provide technical assistance to applicants and potential applicants.

Work with the Communications team to manage outreach and public awareness efforts to share information and resources with potential applicants.

Working with the Licensing Director to brief the Board, Governor\'s Office, Legislators, Legislative staff, and others about the status of the project.

Research other states\' approaches to Social Equity in Cannabis for lessons learned and opportunities to improve the program.

Supervising the Cannabis Social Equity Case Manager, who\'s responsible for assisting applicants and community members to navigate the program and administering the program in compliance with state laws and rules.

Qualifications

Required Qualifications:
  • Bachelor\'s degree or higher involving major study in social work, business administration, public administration, public/community health, or related field
Note: Additional professional experience in community engagement or organizing or advancing equity and social justice may be substituted year for year for education.

AND
  • Four (4) years\' experience demonstrating knowledge and skill in issues related to leading strategic and culturally responsive community partnership and engagement, equity and social justice, health equity, diversity, inclusion, and cultural humility.
  • Strong project management skills, with the ability to lead and organize projects.
  • Strong collaboration and facilitation skills.
  • Ability to research and analyze facts and law to formulate decisions.
  • Ability to communicate clearly both in writing and verbally.
  • Creative problem-solving skills.
  • Ability to effectively manage time and resources and prioritize assignments.
Preferred/Desired Education, Experience, and Competencies:
  • Knowledge of the disparate impact of the war on drugs on communities.
  • Ability to effectively lead change and identify and implement opportunities for innovation.
  • Ability to effectively negotiate and address problems with creative and effective solutions.
  • Strong data analysis experience and skills, working with large data sets and GIS programs.
  • Experience managing contracts.
