What is OII?

In 2021, the Washington State Legislature created the Office of Independent Investigations (OII), captured in . This is in response to the demand for change from the community over citizen deaths resulting from encounters with law enforcement. The law requires these use of force investigations to be truly independent of the involved law enforcement agency.

OII will define a new approach to investigating use of force incidents, removing conflicts of interest and improving accountability, transparency and the public\'s confidence. Doing so will strengthen the relationship between police and the community while building public trust and promoting effective policing.

Position Overview:
As the Tribal Liaison you will support OII by strengthening government-to-government relations between the agency and the 29 federally recognized tribes in Washington State as well as other tribally affiliated and urban Indian populations. This work will include building partnerships and developing channels for cultural responsiveness to ensure OII leadership understands tribal issues that may impact the effectiveness of the agency\'s investigations and other work.

Working with agency leadership, you will ensure OII maintains robust and effective relationships with Washington\'s tribes, as well as provide guidance to agency staff in their engagements with tribal leadership and members. You will represent the agency to tribal leadership. This position is integral for OII as it works to foster a more inclusive and transparent approach to fulfilling its core functions.

The tribal liaison will be required to travel regularly, primarily in-state, and will have use of a state vehicle. This position can be done remotely, though regular in-person meetings should be expected.

Duties

What you\'ll do:

  • Support and monitor agency compliance with the Centennial Accord (as codified in chapter 43.376 RCW).
  • Prepare and submit the annual Centennial Accord report to the Governor and tribal leaders.
  • Ensure compliance with RCW 43.102 requirements regarding OII interactions with tribal governments including:
  • Notification to the Governor\'s Office of Indian Affairs of any deadly use of force case within 24 hours.
  • Develop a process to consult with tribes when a tribal member is involved in a deadly use of force incident.
  • Maintain consultation processes for issues involving tribes, including updates to the agency consultation policy and agency compliance with notice requirements to the 29 federal recognized tribes in Washington, or a federally recognized tribe in another state if circumstances warrant notification.
  • Facilitate meetings with tribal leaders and tribal law enforcement agencies.
  • Guide the agency in efforts to collaborate with tribes in the development of policies, agreements, and program implementation that directly affect tribes.
  • Serve as the main contact person for the agency with tribal governments statewide.
  • Manage communication between the agency and tribal governments.
  • Represent the agency in meetings with tribal representatives throughout Washington State.
  • Maintain current and accurate list of key tribal contacts.
  • Provide subject matter expertise, policy analysis and recommendations to agency leadership and staff on issues related to the state\'s federally recognized tribes, their members, and tribal governing bodies.
  • Provide technical assistance to tribes and tribal members engaging with OII regarding agency investigations, policy development, and other activities.
  • Assist staff members who engage with tribal leadership and tribal members or need to speak to matters related to tribal relations.
  • Coordinate OII presence at appropriate tribal meetings, conferences, and other important events.
  • Participate as a member of the agency\'s Pro-Equity Anti-Racism (PEAR) team to ensure the agency remains in compliance with Governor\'s Directive 22-04, Implementing the Washington State Pro-Equity Anti-Racism Plan.
Qualifications

Required Qualifications:
Option 1:
  • Bachelor\'s degree in public administration, law, tribal law, American Indian studies, government relations, public policy, or a closely allied field.
  • Two years of experience working directly with federally recognized tribes and tribal communities on policy development, regulations, government relations, matters of tribal law or tribal affairs.
  • Knowledge of the unique legal and political Government-to-Government relationship between the federal government, state government, and tribal governments.
  • Experience providing training and presentations.
OR
Option 2:
  • Five years of experience in a position working directly with tribes on policy development, regulations, government relations, public administration, matters of tribal law or tribal affairs.
  • Knowledge of the unique legal and political Government-to-Government relationship between the federal government, state government, and tribal governments.
  • Experience providing training and presentations.
Desired Qualifications
  • Background in law, the criminal justice system, or familiarity with tribal law enforcement and both state and federal law enforcement matters.
