Job Title: Homeless and Housing Services Manager

Department: Employment & Training Services Department (ETSD)

Reports To: Senior Director

Supervises: Assigned Staff

FLSA Status: Exempt

Pay Grade: E6

Job Type: Regular, Full-Time

General Functions:

Under the direction of the Employment and Training Services Department (ETSD) Senior Director, the Housing and Homelessness Manager is responsible for the management and project oversight for the coordination of services and direct connections with the community. This position oversees program development, implementation, reporting and evaluation. This position will be responsible for the management of all CITC community outreach related to housing and homelessness services and organizing trainings and activities with and partners.

Duties and Responsibilities, including but not limited to:

  • Manages recommendations to CITC leadership and the board for future program development to assist Our People in obtaining their endless potential
  • Proactively identify and work with CITC\xe2\x80\x99s grants team to pursue grant opportunities related to homeless and housing services
  • Works in partnership with all CITC departments to send and receive referrals for all participants experiencing housing instability or homelessness to appropriate resources
  • Support the team in outreach to housing and homeless service providers in the Anchorage Municipality and CIRI Region to understand community need, program development and service continuum mapping
  • Collaborate closely with CITC\xe2\x80\x99s Navigation Team to facilitate effective outreach efforts
  • Work with organizations providing temporary emergency shelter to create long term plans for all participants within shelter and experiencing unsheltered homelessness.
  • Oversees staff conducting Coordinated Entry assessments,
  • Participate in Coordinated Entry referral meetings and advocate on behalf of participants for housing
  • Hosts and/or attends all relevant community meetings as a community liaison
  • Serves on relevant committees and/or Boards pertaining to homelessness and reports back to ETSD and CITC relevant information
  • Aid in program expansion and new community services.
  • Ensures the updating of all policies and procedures according to CARF requirements
  • Ensure the sharing of program-related data reports with required stakeholders according to CARF accreditation.
  • Assist in updating and reviewing program documents, such as intake forms, orientation packets, and workshop schedules.
  • Maintain confidentiality according to regulations, policies, and procedures.
  • Performs all other related duties as needed and assigned.

Minimum Core Competencies: CITC Values, Respectful Leadership, Professionalism, Emotional Intelligence, Problem Solving/Critical Thinking, Communication Skills.

Minimum Qualifications:
  • Bachelor\xe2\x80\x99s degree in Business Management or similar field. Relevant experience may substitute for the education requirement on a year-for-year basis.
  • Minimum two (2) years of program management.
  • Minimum two (2) years\xe2\x80\x99 experience in supervising staff.
  • Minimum two (2) years\xe2\x80\x99 experience in budget management.
  • Continued employment is contingent upon completion of a satisfactory state and federal fingerprint criminal background check.
  • Valid Alaska driver\xe2\x80\x99s license and insurable under CITC\xe2\x80\x99s automotive insurance, which requires a driver to be at least 21 years of age and have had a driver\xe2\x80\x99s license for at least three years.
Preferred Qualifications:
  • Master\xe2\x80\x99s degree in Business Management or similar field
  • Experience with program management and report writing
  • Experience in social services or non-profit settings
