SUMMARY
The Tarrant Electric Operations Manager directs the daily operation of the Tarrant Electric Department, which serves approximately 2,700 electric customers. The Tarrant Electric Operations Manager plans, directs, and coordinates the engineering, personnel, accounting, financial planning, and administrative functions of the Tarrant Electric Department under the administrative direction of the Mayor while ensuring compliance with federal, state, and local laws. The Operations Manager plans and implements long range goals and objectives by writing comprehensive and statistical reports, participating in the design and review of new construction and maintenance plans, preparing detailed engineering designs and specifications, and developing project cost estimates. The Tarrant Electric Operations Manager develops, monitors, and implements an $8,000,000 annual budget. They are involved in the hiring process by conducting interviews and making hiring recommendations. Supervisory duties include planning, assigning, and reviewing the work of personnel, implementing employee training programs, and counseling and discipling of employees as necessary. The Tarrant Electric Operations Manager also conducts field inspections to ensure compliance with approved specifications and the completion of projects according to schedule.

TYPICAL JOB DUTIES:

  • Performs general administrative and/or clerical functions (e.g., general record keeping, paperwork, etc.) in order to communicate, document or maintain office information.
  • Prepares, monitors, and administers departmental or organizational budget by reviewing spending trends, expenditure reports, analyzing financial data and ensuring expenditures are within annual budgetary limits.
  • Communicates with other departments and individuals through phone, radio, emails, and memos to investigate complaints, complete project requirements, and maintain positive relationships.
  • Plans and coordinates electrical projects (i.e., residential, commercial, industrial) to include determination of priorities and project estimates.
  • Follows proper safety protocol as well as uses and wears safety equipment in completion of work.
  • Supervises staff by assigning and distributing work, directing staff in their job duties, monitoring progress of work, providing feedback and/or training.
  • Develops policies, procedures, future plans and goals regarding efficient operation of power delivery, continuous operation, future organizational needs and emergency situations; may also develop and administer training.


MINIMUM QUALIFICATIONS:

  • Driver\'s License.
  • Experience supervising employees, to include conducting performance appraisals, correcting employee deficiencies, and recommending disciplinary action.
  • Experience working in a public or private utility, to include working around low and high voltage overhead and underground electrical distribution and transmission lines.
  • Experience managing and/or designing distribution construction projects to include consulting with engineers to determine project specifications for newly installed power distribution systems.
  • Experience preparing and monitoring an annual budget to include reviewing and approving purchases of supplies, materials, equipment, and preparing bidding specifications.

CRITICAL KNOWLEDGES:
  • Knowledge of budgetary principles and procedures, and encumbrances/expenditures such as revenues, expenditures, and appropriations involved in establishing and maintaining budgets.
  • Knowledge of electric power distribution installation, maintenance and repair terms and their meaning (e.g., primary, secondary, conductors, switches, etc.).
  • Knowledge of engineering science covering the uses of electricity and the equipment for power generation and distribution.
  • Knowledge of occupational hazards and necessary safety precautions when working near utility lines (e.g., power, gas, water, etc.).
  • Knowledge of the operation of electric utilities distribution systems.
  • Knowledge of the principles of electricity such as units (e.g., amps, ohms, watts, volts), current flow, circuit, lock-out/tag-out, horsepower, SCADA systems, generators, transformers, and electrical controls.
  • Knowledge of the structures and devices used in electric power distribution systems (e.g., poles, conductors, transformers, etc.).
  • Knowledge of appropriate emergency procedures to use when there are problems with electricity, water, fire, gas or chlorine.


WORK ENVIRONMENT:
  • Work is conducted mostly indoors in office setting using standard office equipment, such as a computer and phone.
  • This work is primarily sedentary involving sitting for long periods of time, but may involve occasional walking or standing for brief periods.
  • Some duties are conducted during field visits to outdoor worksites such as near roadways and power distribution sites.
  • The employee may be exposed to weather conditions, such as extreme hot or cold temperatures, or other potentially hazardous conditions such as near roadway traffic or near animal or wildlife such as snakes, rodents, etc.


PHYSICAL DEMANDS:
  • Job involves occasional moderate physical exertion required for occasional prolonged periods of stooping, kneeling, crouching, crawling, balancing, and climbing.
  • May involve occasional lifting of items or objects weighing up to 25 lbs.
