Job Description

This is a highly responsible professional position focused on ensuring citywide compliance with federal regulations under the Community Development Block Grant - Disaster Recovery (CDBG-DR) program. The Compliance Officer will lead monitoring efforts, provide technical assistance, and support audit readiness across departments and subrecipients. This role is essential to maintaining integrity, transparency, and effectiveness of disaster recovery funding. The ideal candidate will bring deep knowledge of federal grant compliance, experience with HUD programs, and a proactive approach to risk mitigation and capacity building. This position requires strong analytical skills, attention to detail, and the ability to communicate complex regulatory requirements clearly and effectively.


Responsibilities

:


Lead citywide compliance monitoring for CDBG-DR programs. Conduct risk assessments and develop tailored monitoring plans. Perform desk reviews and on-site monitoring visits to evaluate programmatic and financial compliance. Prepare comprehensive monitoring reports and corrective action plans. Provide technical assistance and training to internal departments and external partners. Develop and maintain compliance tools, templates, and training materials. Coordinate and prepare for HUD audits and respond to audit findings. Track regulatory changes and ensure timely updates to policies and procedures. Collaborate with Finance, Legal, and departmental staff to resolve compliance issues. Maintain accurate records and documentation in accordance with federal retention requirements.

Salary: $75,579 - $121,590

To Qualify



Minimum Qualifications. Applicants must:




Possess a valid Bachelor's degree in public administration, business, urban planning, or a related field.

Have at least three (3) years of progressive experience in federal grant compliance, preferably with HUD or CDBG-DR programs.

Have experience conducting monitoring, audits, or risk assessments.

Possess strong knowledge of 2 CFR Part 200 (Uniform Guidance), HUD regulations, and disaster recovery compliance. Be able to communicate clearly and concisely, both orally and in writing.

Be detail-oriented with the ability to manage multiple priorities and deadlines, professional and community audiences.

Possess advanced proficiency in Microsoft Office and grant management systems.

Desirable Qualifications. Preferred applicants:



Have knowledge of FEMA, ESG, HOME, or other federal housing and disaster recovery programs.

Are familiar with federal audit protocols and HUD monitoring tools.

Have experience with Oracle ERP or similar financial systems. Have experience developing and delivering training programs. Possess a Master's degree in accounting, public administration, or a related field.
