Job Description

Sunrise St. Pete is the City of St. Petersburg's initiative for its allocation of Community Development Block Grant-Disaster Recovery (CDBG-DR) funds from the U.S. Department of Housing and Urban Development (HUD). The City of St. Petersburg will receive $159.8 million in CDBG-DR to support long-term recovery efforts from the storms Idalia (August 2023) and Helene (September 2024). The Community Development Block Grant Program (CDBG) is used by the United States Department of Housing and Urban Development (HUD) to provide grants to states, cities, and counties in a variety of forms. The CDBG-Disaster Recovery (DR) is a one-time appropriation made after natural disasters to assist communities by providing decent housing and a suitable living environment and expanding economic opportunities, primarily for low and moderate-income persons.



This is grant-funded, professional accounting work performing and coordinating varied complex accounting, fiscal operations, internal controls, and project management; and may include supervision over other professional and clerical employees engaged in similar activities. Work involves technical and complex accounting of fiscal transactions; the recommendation, development, revision and installation of accounting systems, procedures, and forms; preparing complex periodic and internal reports or special reports for regulatory reporting; monitoring internal control procedures; and coordination with other City departments on fiscal or compliance matters. An employee in this class is required to exercise considerable independent professional judgment and initiative in solving problems through the application of a thorough knowledge of the City's financial policies and practices.


Salary: $73,036 - $117,013

To Qualify



Minimum Qualifications. Applicants must:




Possess a valid Bachelor's degree with major coursework in accounting.

Have at least two (2) years of professional accounting experience.

Have at least six (6) months of supervisory experience.

Have extensive knowledge of Generally Accepted Accounting Principles. Be proficient in the use of a personal computer. Have extensive experience with financial systems applications, (preferably Oracle eBusiness Suite).

Have advanced knowledge of Microsoft Office Suite.

Have experience with financial statement preparation.

Have superior analytical and critical thinking abilities.

Be able to work effectively both independently and in a team environment.

Be able to effectively multi-task, meet deadlines and coordinate activities across multi-departmental operations.

Have excellent written and oral communication skills.

Be able to competently perform detail work involving written or numeric data and to make arithmetical calculations rapidly and accurately.


Desirable Qualifications. Preferred applicants:



Are licensed by the State of Florida as a Certified Public Accountant.

Have extensive knowledge of internal controls and Governmental Accounting Standards Board pronouncements. Have experience in grants compliance procedures and financial reporting. Have experience in municipal government financial statement preparation, including the Annual Comprehensive Financial Report.
