Job Description


OLH Technical Services, LLC, a subsidiary of Three Saints Bay, LLC, and a Federal Government Contractor industry leader, is seeking a Senior Project Manager to provide Information Technology (IT) Project Management support to the U.S. Department of Agriculture (USDA), Food and Nutrition Services (FNS), Program Management Division (PMD).

Position Responsibilities:

  • Provide extensive communications and stakeholder engagement; meetings scheduling and management; requirements management with FNS stakeholders and overall System Development Life Cycle (SDLC) documentation and processes and related OIT policy and procedures.
  • Responsible for directing each task lead.
  • Provide project leadership to support OIT applications, tools, and systems.
  • Develop and maintain a detailed project plan.
  • Provide Quality support and deliverables.
  • Provide performance monitoring, planning and reporting, project scheduling and documentation.
  • Manage project deliverables in line with the project plan.
  • Record and manage project issues and escalating where necessary.
  • Resolve cross-functional issues at project level.
  • Manage project scope and change control and escalate issues where necessary.
  • Monitor project progress and performance.
  • Provide status reports to the client.
  • Manage project evaluation and dissemination activities.
  • Final approval of the design specification.
  • Assists with providing security documentation as defined by the SDLC process and update information as requested.
  • Manage project deliverables in line with the project plan and meet expected delivery dates.
  • Adhere to the FNS SDLC, including assisting with Decision Point reviews.
  • Manage project risk closely and notify the federal leads when issues may impact the project.
  • Work closely with users to ensure the project meets business needs, etc.
  • Provide support for the documentation of System Development Life Cycle (SDLC) in accordance with FNS SDLC framework and guidelines. The support shall develop, maintain, and update templates and/or project documents by SDLC phase and other documentation as directed by FNS.
  • Prepare questionnaires for requirement gathering sessions - This service involves setting up questions to ask stakeholders about the "As Is" system/s.
  • Conduct requirement gathering Sessions- Sessions include one on one and group interviews, facilitated interviews and/or questionnaires.
  • Prepare activity diagrams - Activity diagrams are graphical representations of workflows of stepwise activities and actions from start point to the end point of the system.
  • Prepare Use Case Documents and UML Modeling - Use cases are set of scenarios that describing an interaction between a user and a system. A use case diagram displays the relationship among actors and use cases. Note that other requirements modeling tools may be used during this effort.
  • Prepare Requirement Traceability Matrix (RTM) - RTM is a document which formally links requirements to the use cases.
  • Assist with Configuration Management as needed.
  • Prepare High-Level Functional Requirements Document (FRD) - FRD is a detailed document including requirements, activity diagrams, use cases, traceability matrix.
  • Provide testing support for FNS internal applications.
  • Leverage the Microsoft Office 365 Suite, including Office, Project, Visio, Power Platform, etc. to improve, automate, and execute business processes.
Position Requirements:
  • Must have a minimum of 7 years of experience in performing day-to-day management operations in a technical environment that utilizes and supports agile development methodology.
  • Must possess and maintain a demonstrable understanding of the various OIT Nutritional projects and be comfortable managing multiple tasks and groups of stakeholders and vendors at multiple locations.
  • Possess knowledge of FNS OIT policies and procedures in order to manage on-boarding and off-boarding of vendor team members, work along-side other OIT teams to complete and update SLDC deliverables, include project reviews, gate reviews and other SLDC documentation.
  • Certified Scrum Professional (CSP) or PMI-ACP preferred in order to provide oversight for agile compliance.
