Qualifications

MINIMUM QUALIFICATIONS:

RIGHT OF WAY APPRAISER OPTION
Possession of a valid Louisiana Certified General Appraiser license plus three years of professional experience as a licensed General Appraiser.

RIGHT OF WAY AGENT OPTION
A baccalaureate degree plus four years of professional experience in property rights acquisition, real estate acquisition, real estate property management, relocation assistance or real estate appraisal.

SUBSTITUTIONS (APPLIES TO RIGHT OF WAY AGENT OPTION ONLY):
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

Any college hours or degree must be from a school accredited by one of the following regional accrediting bodies: the Middle States Commission on Higher Education; the New England Commission of Higher Education; the Higher Learning Commission; the Northwest Commission on Colleges and Universities; the Southern Association of Colleges and Schools; and the Western Association of Schools and Colleges.

Job Concepts

FUNCTION OF WORK:
To supervise right of way personnel in the acquisition, relocation, and/or appraisal of real estate, which may involve the oversight of contractual services.

LEVEL OF WORK:
Supervisor.

SUPERVISION RECEIVED:
Broad from a Right of Way Manager. Alternative reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:
Direct over lower-level Right of Way personnel. Credit may be given for contract subordinates in lieu of classified subordinates when approved by SCS.

LOCATION OF WORK:
Department of Transportation and Development. Other locations may be approved by SCS.

JOB DISTINCTIONS:
Differs from Right of Way Program Specialist by the presence of supervisory responsibility.

Differs from Right of Way Manager by the absence of managerial responsibility.

Examples of Work

EXAMPLES BELOW ARE A BRIEF SAMPLE OF COMMON DUTIES ASSOCIATED WITH THIS JOB TITLE. NOT ALL POSSIBLE TASKS ARE INCLUDED.

Ensures implementation of statewide real estate acquisition policies, procedures, and work standards.

Approves all relocation assistance appeals submitted by lower-level Right of Way Agents or makes written recommendations for denial to higher-level personnel to ensure full entitlement and equitable treatment.

Calculates all relocation benefit payments. Directs and approves payments relating to persons, businesses, and nonprofit organizations forced to vacate from state acquired lands.

Maintains project status on agency information systems. Provides expertise and guidance to consultants on all right of way activities.

Monitors, supervises, and evaluates work of consultants, engineering contractors, and their sub-contractors for compliance with applicable laws, policies and procedures.

Reviews and maintains project statuses on agency information systems.

Supervises consultants for acquisitions of right-of-way, administrative settlements, relocations, property management activities, appraisals, improvement control, environmental services, and/or utility relocation activities.

Authorizes the department to proceed in acquiring real estate through expropriation proceedings. Approves/disapproves administrative settlements up to a predetermined value over the counter offer authority delegated to the consultant. Approves vouchers for payment of all right of way acquisitions.

Approves monthly invoices for all aspects of right-of-way acquisitions including appraisals and related services, environmental services, acquisition services, relocation services, improvement control, utility relocations, legal and other fees, as well as overhead and retainage for consultants.

As a reviewer, makes property inspections and approves appraisal reports as well as other valuation specialty reports.

Approves and signs off on trainee reports so that they can obtain qualifying credit toward licensure.

Reviews appraisal and other types of valuation reports for quality and accuracy. Ensures reports comply with federal, state and agency guidelines.

Resolves discrepancies that may arise. May modify appraisal values as appropriate and provide justification for modifications.

Reviews changes to maps and/or plans to reduce costs of right of way acquisitions.

Develops and/or approves scope of work criteria for all staff and consultant assignments. May negotiate contractual agreements on behalf of the agency.

Oversees training and development of lower-level right of way personnel.

Oversees appraisal processes. Makes site visits as appropriate. Performs, as needed, appraisals of the value of real property, property rights, and rights of way for construction and maintenance of transportation facilities.

May represent the agency as an expert witness in court for expropriation proceedings and appear at Legislative Committee meetings.

Attends Plan-in-Hand and Joint Review meetings; advises engineers, surveyors, contract consultants, and other attendees about significant items that may lessen the cost of the project.

Provides technical advice to other entities, such as parish governments and federal authorities, in their acquisition of property. Provides guidance in writing contracts; monitors and reviews work products.
