GENERAL DESCRIPTION:

The Wyoming Department of Transportation (WYDOT) is an agency committed to providing a safe, high-quality, and efficient transportation system for the State of Wyoming. We now seek a full-time Lands Management Program Supervisor located in Cheyenne, Wyoming.

Oversee and direct a Right of Way crew to assure individual landowner rights are protected while maintaining fiscal responsibility to the taxpayers of the State of Wyoming and the safety of the traveling public.

Cheyenne is a steadily growing community along the Front Range, but still true to the history of the Old West. The city offers nearby access to mountain biking, skiing, hiking, fishing, hunting, and other outdoor activities. Wyoming is one of only seven states with no state income tax.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Supervises and manages a production unit of the Right of Way Program
  • Directs and oversees all functions related to right-of-way engineering, title examination, State and Federal land procurement, appraisal, acquisition, and management of removal of improvements and sale of excess lands while assuring compliance with Federal and State Eminent Domain Statutes
  • Assigns prioritize and monitor section work production
  • Presides over section work production activities and meetings and coordinates legal issues with the Wyoming Attorney General
  • Assigns and monitors R/W projects to assure all necessary real estate is secured prior to project letting, this includes the Engineering, Appraisal, Acquisition, and Property Management disciplines
  • Directs supervision of Engineering Technician, Appraiser, Acquisition Agent, and Title Examiner/Relocation personnel
  • Functions include: hiring, firing, training, meeting contract deadlines, writing administrative procedures, appraising properties, negotiating, preparing documents, hiring and supervising fee appraisers and acquisition consultants, court preparation, problem-solving, and personnel supervision
  • Works with the Right of Way Assistant Administrators, District Engineers, Attorney General, and other WYDOT program managers with project flow
  • Attends developmental program and organizational meetings
  • Researches and develops innovative methods, processes, and standards as related to position responsibilities
  • Provides internal and external technical and professional guidance for the entire right-of-way acquisition process
  • Assures compliance with State and Federal laws, rules, and regulations; ensures all paperwork is in compliance with State and Federal guidelines
  • Reviews and authorizes parcels for payment procedures
  • Determines the type of instrument to be used in the purchase of right of way
  • Attends meetings with WYDOT, the Attorney General\'s office, Cities, Counties, and other State and Federal agencies
Qualifications

KNOWLEDGE:
  • Knowledge of methods, techniques, principles, and practices of real estate and property and mineral product appraisal; knowledge of farm and ranch economics.
  • Knowledge of laws, policies, and regulations affecting real estate and property appraisal.
  • Knowledge of the use of manuals and source documents known and used in this field of practice acquired on the job; knowledge of surveying practice.
  • Extensive skills in supervisory and project management areas, plus skills in the appraisal, acquisition, property management, and right-of-way engineering areas.
  • Knowledge of all aspects of the right-of-way acquisition and property management functions, including appraisal, negotiations, right-of-way engineering, and title.
  • Must have a working knowledge of State and Federal laws and regulations, WYDOT and right-of-way policies and procedures, and State Personnel Rules.
  • In addition, one must have knowledge of water rights law, eminent domain law, real estate laws, survey laws, agriculture and business practices, irrigation, zoning, building codes, legal real property conveyances, and agreements.
  • Ability to plan, organize, direct, and control project work assignments of right-of-way technicians, acquisition agents, appraisers, and property management personnel through the process of acquisition, demolition, and disposal of excess property on projects statewide.
  • The ability of interactive/interpersonal communications and presentations to WYDOT staff, attorneys, corporation management, city council members, mayors, county commissioners, school district leadership, and individual landowners.
MINIMUM QUALIFICATIONS:

Education:

Bachelor\'s Degree

Experience:

1-2 years of progressive work experience (typically in real estate, appraisal, acquisition or title work) with acquired knowledge at the level of a Lands Management Program Analyst

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in real estate, appraisal, acquisition or title work) with acquired knowledge at the level of a Lands Management Program Analyst
