Basic Purpose

Leads, mentors, and directs the efforts of personnel within Right-of-Way Department. Leads department activities related to the acquisition and permitting of local, state, and federal land rights, including easements and rights-of-way, as well as real property for substation, transmission, distribution, telecommunication, generation, and renewable energy interconnection facilities in a timely and cost-effective manner. Prioritizes land right acquisitions and permits to meet future in-service dates for company facilities. Assists internal stakeholders regarding questions and issues related to land rights, and also supports the legal department in land litigation issues. Responsible for leading, planning, coaching and motivating employee teams while remaining within established budget limits.

Essential Duties and Responsibilities

  • Provides leadership and mentoring for right-of-way agents and administrators in the areas of routing, siting, easement acquisition, and permitting of substation, transmission, distribution, telecommunication, generation, and renewable energy interconnection facilities to achieve the company\'s mission.
  • Responsible for developing and maintaining relationships with local, state, and federal agencies having responsibilities for right-of-way grants and permits acquired by the company for its construction and operating needs. Also responsible for developing and maintaining relationships with internal and external customers.
  • Establishes departmental goals, objectives, policies, procedures, work assignments, employee teams and deadlines, and ensures adherence to department and company policies.
  • Develops processes and procedures to ensure permits, easements, rights-of way, and other corporate land records are preserved, retrievable, and maintained in an efficient manner.
  • Develops and manages the department\'s operating and capital budgets, ensuring optimal use of allocated capital and attainment of Land Resources\' financial goals.
  • Assists internal stakeholders in addressing right-of-way questions and issues. Supports the legal department in land litigation matters.
  • Prepares and administers the capital budget for acquisition of land rights (purchases, leases, permits, license, etc.) for company facilities.
Ensures all compliance aspects are known and followed; understands and complies with all applicable policies, codes and regulations.

Monitors and enforces all compliance requirements for area of responsibility.

Performs related duties as assigned.

Requirements

Essential Education, Skills, and Environment
Education and Work Experience
Minimum of eight (8) years\' experience as a right-of-way agent, with specialized knowledge in right-of-way acquisition, real estate law/acquisition, federal permit/grant acquisition, and legal descriptions.

Specialized Knowledge and Skills
Demonstrated knowledge of:
  • Local municipal and development codes, Nevada Revised Statutes, and Nevada Administrative Code, as they relate to land rights.
Demonstrated skills such as:
  • Analytical, interpersonal and communication.
  • Prioritize and provide guidance and direction during non-routine events or emergencies.
Equipment and Applications
PCs, Microsoft Word/Excel/PowerPoint, Maximo, PeopleSoft ERP, Google Earth, internal land rights tracking and management system (the Land Information Application).

Work Environment and Physical Demands
General office environment; ability to drive a company vehicle.

Compensation

Annual Salary: $98,200.00 (Min) to $115,500.00 (Mid); Up to 15% Short Term Incentive Plan target opportunity at the discretion of the company. This is a non-represented position.
