The Louisiana Department of Revenue (LDR) is responsible for fairly and efficiently collecting state tax revenues to fund public services, to regulate charitable gaming and the sale of alcoholic beverage and tobacco, and to support state agencies in the collection of overdue debts. Collectively, each program, unit, division and group work together to provide the core services to taxpayers of the State of Louisiana and stakeholders of the agency. LDR is comprised of the following groups: Tax Collection, Charitable Gaming, Alcohol and Tobacco Control (ATC), Debt Recovery and Louisiana Tax Free Shopping Commission

The Field Audit Sales & Excise Tax Division is responsible for compliance audits of all the Louisiana sales, severance, excise and miscellaneous taxes by field auditors specializing in compliance activities directed at enhancing voluntary tax compliance. Audits are performed on individuals and entities both within and outside of Louisiana. Staff members are physically located at headquarters and in remote locations formerly referred to as "Districts" in Louisiana as well as Houston, Dallas, and other large metropolitan areas around the country.

ABOUT THIS POSITION:

Duties include, but are not limited to:

  • This position independently and with minimal supervision performs in-state and out-of-state field audits of the most complex businesses and corporations to ensure compliance with Louisiana tax laws, regulations and policies, and the collection of taxes due.
  • The incumbent in this position is responsible for conducting audits within the state of Louisiana as well as other locations throughout the United States.
  • The Revenue Tax Auditor positions are domiciled at Revenue\'s offices or home offices and are strategically located within and without the State based on the assessed need for audit resources in a specific geographical region of the State and/or country.
  • This position is directly responsible for coordinating tax audits for various and sundry tax types including but not limited to Corporation Income, Franchise, Personal Income, Sales/Use, Severance, international Fuel Tax Agreement, Tobacco, Motor fuels, Natural Gas Franchise and other taxes administered by the Department of Revenue.
  • The incumbent of this position may be responsible for field audit administration duties for two or more tax types.
No Civil Service test score is required in order to be considered for this vacancy.

This position is in a Career Progression Group (CPG) and may be filled as a Revenue Tax Auditor 1, 2 or 3 depending upon the qualifications of the candidate selected.

This position has a Special Entrance Rate (SER) at each level:

The Revenue Tax Auditor 1 (AS-614) has a starting rate of: $19.04/hourly; $1523.20 biweekly.
The Revenue Tax Auditor 2 (AS-615) has a starting rate of: $20.37/hourly; $1629.60 biweekly.
The Revenue Tax Auditor 3 (AS-617) has a starting rate of: $23.33/hourly; $1866.40 biweekly.

**Note regarding the advertised pay range: The Revenue Tax Auditor series has an established special entrance rate (SER) that is set above the minimum of the pay range. The maximum amount listed is the maximum salary a person can make while in this title and NOT the maximum amount we are allowed to pay a new hire.**

A Tax and Natural Disaster Clearance will be conducted on all selected applicants to validate the timely submission of tax returns and payments. It is a requirement that all Revenue employees must adhere to all tax laws of the State of Louisiana.

LA R.S.15:587.5, 587.6 and the IRS require the Louisiana Department of Revenue to conduct a criminal history records check of a prospective employee who will access federal tax information to perform job duties. Any applicant who receives and accepts a conditional offer of employment will require a completed criminal history records check prior to his or her first day of work.

Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree with twenty-four semester hours in accounting.

SUBSTITUTIONS: Possession of designation as a Certified Public Accountant or CPA Inactive will substitute for the baccalaureate degree with twenty-four semester hours in accounting.

NOTE:

Any college hours or degree must be from an accredited college or university.

NOTE:

This position requires travel on a regular basis to audit locations or attend meetings, conferences, training classes, or other work locations throughout the United States.

Examples of Work

Reviews financial statements, records, and operations of individuals, national, multi-national, and other business entities to determine tax liability; these can be performed as a member of an audit team or under close supervision, and can be both in-state or out-of-state.

Requests and reviews other supporting information, including explanations of specific production processes and accounting systems used by petroleum companies, manufacturers, etc.

Documents discrepancies and prepares work papers to support findings including tables, schedules, exhibits, confidential comments, and correspondence with taxpayers; writes reports to summarize findings and collect taxes, if applicable.

Confers and corresponds with individuals and business entities to explain laws, procedures, and taxpayers\' obligations, to present findings, and to give advice on accounting improvements.

Conducts searches of third-parties; procures and examines private and public records such as deeds, contracts, bank records, etc. and reconstruction of accounts to establish sources of assets, methods of operations, and involvement in criminal tax violations, including establishment of willful intent.

May interview witnesses to obtain, clarify, and confirm evidence regarding possible tax evasion.
