The Louisiana Department of Revenue (LDR) is responsible for fairly and efficiently collecting state tax revenues to fund public services, to regulate charitable gaming and the sale of alcoholic beverage and tobacco, and to support state agencies in the collection of overdue debts. Collectively, each program, unit, division and group work together to provide the core services to taxpayers of the State of Louisiana and stakeholders of the agency. LDR is comprised of the following groups: Tax Collection, Charitable Gaming, Alcohol and Tobacco Control (ATC), Debt Recovery, and Louisiana Tax Free Shopping Commission.

The Collections Division is responsible for maximizing taxpayer compliance by defining and implementing procedures for the collection of income taxes owed to the State of Louisiana. This includes examination of delinquent accounts and supporting documentation to verify failed compliance with tax laws resulting in the issuance of bills and the implementation of other collection processes.

ABOUT THIS POSITION:

The incumbent of this position performs highly responsible administrative and clerical work in providing managerial assistance and professional services in the Collection Division. Work is performed at an advanced level with minimum supervisor and requires using independent judgment.

Specific Duties:

  • Administers and maintains database for liens and cancellations.
  • Enters liens and cancellations information into database.
  • Updates the pricelist for liens and cancellations.
  • Generates letters to each of the 64 parish Clerk of Court\'s listing all new tax liens and cancellations to be recorded in the specific parish.
  • Processes items independently by analyzing, adjusting and resolving discrepancies on the accounts.
  • Determines amounts to be paid to each Clerk of Court\'s office for the recordation of the liens and cancellations.

This position has a Special Entrance Rate (SER):

The Revenue Tax Analyst 1 (AS-609) has a starting rate of: $13.00/hourly; $1040.00 biweekly.

VACANCY INFORMATION:

Current permanent status classified state employees may be required to accept a Probational appointment if selected. If filled as a Job Appointment, there is a possibility that this position may be converted to a Probational Appointment should funding become available.

This position will be domiciled in Baton Rouge. Applicants must select this parish (East Baton Rouge) on their application to indicate that they are available to work in the parish of this vacancy.

A Tax and Natural Disaster Clearance will be conducted on all selected applicants to validate the timely submission of tax returns and payments. It is a requirement that all Revenue employees must adhere to all tax laws of the State of Louisiana.

LA R.S.15:587.5, 587.6 and the IRS require the Louisiana Department of Revenue to conduct a criminal history records check of a prospective employee who will access federal tax information to perform job duties. Any applicant who receives and accepts a conditional offer of employment will require a completed criminal history records check prior to his or her first day of work.

Qualifications

MINIMUM QUALIFICATIONS:

One year of experience in which clerical work was a major duty.

SUBSTITUTIONS:

Training in a business or clerical-related curriculum in a business school or technical institute will substitute for the required experience on the basis of six months of training for six months of experience.

Completion of a business or clerical-related curriculum in a business school or technical institute will substitute for the required one year of experience.

College training will substitute for the required experience on the basis of 15 semester hours for six months of experience.

NOTE:

Business or technical school training with less than completion will only be credited in six month increments. Similarly, college training will only be credited in 15 semester hour increments.

NOTE:
Any college hours or degree must be from an accredited college or university.

Examples of Work

Assists taxpayers in preparing tax forms, tax returns, and tax registration forms; responds to inquiries regarding such.

Determines validity and accuracy of assessed tax liabilities by reviewing forms, documents, and payments for compliance with tax laws.

Contacts taxpayers to clarify and obtain information; informs taxpayer of tax account status, legal rights, and obligations, and computes penalty and interest.

Determines appropriate collection action (i.e. informal installment agreement, penalty waiver, extensions, etc.) as a means of satisfying liabilities, based on account history and taxpayer response.

Initiates billings on accounts not complying with filing requirements by calculating and assessing tax amount.

Sells cigarette tax stamps to authorized wholesale tobacco dealers; prepares reports on sales.
