Job Description



ICF\xe2\x80\x99s Disaster Management Division is growing and currently seeking a Non-residential Relocation and Acquisition Specialist for Disaster Recovery to promote long-term resiliency and business re-establishment using federal funds including, but not limited to, U.S. Department of Housing and Urban Development (HUD) and Federal Transit Authority (FTA) funding. In this role you will support ICF in the implementation of relocation initiatives involving temporary or permanent displacement of property owners, businesses, non-profits and tenants from government-acquired property.

The ideal candidate will be self-motivated, detail-oriented, and able to quickly adapt to meet ambitious timelines and changing requirements. This position is 100% Remote in the United States with up to 25% travel.

Key Responsibilities:
Travel may be required on a regular, sporadic, or as needed basis for off-site meetings, meetings with property owners, property inspections or to attend or provide training.

Among the varied range of responsibilities held within this role, the Non-residential URA Relocation and Acquisition Specialist will:

  • Independently provide relocation assistance that is considered complex and non-complex in nature for non-residential displacements, including commercial businesses, non-profits and farms.
  • Assist with the preparation of Relocation Assistance Plans.
  • Assist displaced businesses and occupants with appropriate Advisory Services.
  • Investigate and determine relocation eligibility based on personal contacts and interviews.
  • Calculate and explain relocation assistance benefits and advisory services, including but not limited to re-establishment payments, moving and related expense payments, and if deemed needed, a payment in lieu.
  • Prepare and present offers for real and personal property acquisition.
  • Assist with the identification of replacement sites to establish viable relocation options.
  • Inspect replacement properties for compliance with local building codes, permits and occupancy requirements for re-establishment of the business concern.
  • Assist displaced non-residential businesses and persons in filing relocation assistance claims
  • Processing claims for review, approval, and payment.
  • Maintain, complete, and review all relocation activities and documents.
  • Ensure compliance with federal regulations, state and local laws and regulations and the policies and procedures based upon the relocation plan for the displaced persons, property and businesses.


Must Have Qualifications
To be considered for Relocation and Acquisition Specialist opportunity, the following are required:

  • High School or GED
  • 7+ years of experience in real estate related fields (must include 5 years of experience providing complex relocation assistance to displaced non-residential persons and businesses under the Uniform Relocation Assistance (URA).
  • 5+ years in federal/state/local disaster management or relocation programs.
  • Must have valid driver\'s license and successfully pass a Motor Vehicle Records (MVR) check at hire and periodically during employment.


It is preferred that qualified candidates also have:

Knowledge of:
  • Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended (URA) (purpose, understanding, intent, and history);
  • HUD Handbook 1378;


Ability to provide technical guidance in:
  • Real property acquisition, including partial takings and easements
  • Review of title reports and boundary surveys
  • Relocation assistance benefits and options for non-residential occupants and owners;
  • analyze complex business relocation challenges and issues,
  • access risks and make appropriate mitigation recommendations for decision makers;
  • understand and interpret written materials and legal documents;
  • effectively communicate legal matters orally and in writing;
  • Assist with the develop and provision of training to individuals and groups for understanding title reviews, acquisition standards and relocation requirements, as needed;
  • perform complex and non-complex relocation assistance in both residential and non-residential displacements.
  • Proficient in operating a computer/ printer/ scanner.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is: $82,673.00 - $140,544.00
