Purpose of the Job

The purpose of this position is to oversee all nurses, nurse practioners, nursing intership student/employee, and medical assistants. Responsibilities include managing and rotating schedules, assessing nurse performance, organizing nursing programs, and developing strategies to optimize procedures. This position is responsible for the preparation and execution of orientation and training plans for all clinical staff; monitors clinical staff for compliance with facility policies and practices, procedures, and Quality Improvement (QI) Program (hazardous waste, bloodborne pathogens, infection control). Oversees the maintaining of proper inventory levels and cost containment. Ensures compliance with Arizona State Licensing, Arizona Administrative Code, OSHA regulations, HIPPA, Federally funded Vaccine for Children (VFC) and Vaccine for Adults (VFA). This position provides public health nursing services to community members.

Essential Duties and Responsibilities

SUPERVISORY RESPONSIBILITIES

Regularly assigns work to other employees and supervises related activities.

Provides recommendations on employee training; promotions; employee coaching; evaluating employee performance; granting time off; scheduling work hours of employees and hiring new employees.

ESSENTIAL DUTIES AND RESPONSIBILITIES

TIME SPENT

  • Supervises a multidisciplinary team including professional, para-professional support staff, nursing students and interns. Plans and organizes staffing for clinics. Conducts clinical skill checks for proper technique, procedure, and documentation.

  • Evaluates compliance with internal, State and Federal licensing regulations. Follows medical standing orders to ensure proper healthcare is provided to patients. Ensures outpatient policies and procedures is up to date and meets the required State of Arizona licensing code. Monitors staff for compliance with facility policies and practices, procedures, and quality improvement.

  • Provides employee orientation and performance management. Reviews new nursing standards and regulations and coordinates staff training/in-service requirements. Audits patient charts for timeliness and accuracy of all clinical processes including but not limited to immunizations, family planning, and STI testing and treatment. Participates in professional committees and work groups to develop and promote best practices.

  • Provides public health nursing services. Oversees proper inventory procedures are utilized to ensure cost containment.

BUDGET RESPONSIBILITIES

This position provides research support only on Project and Team budgets.

PROJECT RESPONSIBILITIES

Provides project research and clerical support on organizational planning, organizational development, human resources projects, quality assurance and process improvement projects.

ORAL COMMUNICATION DUTIES

This position trains colleagues, explains County procedures or processes, negotiates and persuades, responds to public inquiries, presides over meetings and gives presentations.

WRITTEN COMMUNICATION DUTIES

This position creates or edits documents, internal memos, emails, formal letters, reports and procedures and guidelines for public release.

INTERACTIONS WITH THE GENERAL PUBLIC

Interacts extensively with employees, customers, the general public, vendors, regulatory bodies and other groups and/or individuals and Institutions over the telephone, by email and/or in person.

INTERACTIONS SPECIFICALLY WITH CUSTOMERS

Regularly (More than 55% but less than 70% in a year).

Minimum Education/Directly Related Experience Required

MINIMUM EDUCATION REQUIRED/PREFERRED

Bachelor\'s degree in Nursing (BSN) with current Registered Nurse License preferred; or equivalent combination of education, training and experience with current Registered Nurse License.

MINIMUM YEARS OF DIRECTLY RELATED EXPERIENCE REQUIRED

Three (3) years directly related experience; or equivalent combination of education, training and experience.

PROFESSIONAL CREDENTIALS REQUIRED/PREFERRED

Licensed Registered Nurse licensure issued by the Arizona Board of Nursing, CPR Certification from the American Heart Association and the Red Cross. Must have current fingerprint card.

Must possess and maintain a valid Driver\'s License.

KNOWLEDGE REQUIRED

Principles, practices and techniques of providing public health nursing services including diagnosis, treatment, control and prevention of communicable and chronic illness; methods and standards for delivering public health nursing care and clinics; orthopedic, cardiac, well child and open community clinics; S.T.D. prevention, education, testing and case management; County vaccination programs; immunization record and documentation requirements; principles and practices of health education and instruction; procedures and standards for conducting epidemiological investigations; screening and assessment responses in relation to epidemic outbreaks; laws and regulations governing public health and safety.

SKILLS REQUIRED

Exercising independent judgment, planning, organizing and carrying out public health nursing activities in a local area; applying health nursing laws and regulations; assessing normal health and behavior and developing and implementing effective treatment plans; providing and coordinating public nursing care services and clinics for County residents; performing a full range of highly skilled nursing functions; dealing with clients of various socio-economic backgrounds and temperaments; demonstrating tact, diplomacy and compassion; responding appropriately in emergency or stressful situations.

ABILITIES REQUIRED

Coordinate and deliver public health nursing services and perform a variety of highly skilled nursing functions; administer County vaccination programs and maintain vaccine inventories; monitor community health issues; provide public health presentations to schools and community groups; make sound nursing judgments and decisions during emergency situations; assist with epidemiological investigations; obtain lab work and ensure the provision of appropriate treatments during epidemic outbreaks; ensure compliance with regulations governing public health and safety; communicate effectively orally and in writing. Express one\'s self orally; generate fluent new and useful ideas; make sense of multiple data; multi-task and read and write at professional level.

WORK ENVIRONMENT

Incumbents in this position perform work in both a standard office and medical environment.

SAFETY RISK EXPOSURE

Incumbents in this position are exposed to infectious diseases when conducting investigations and patient teaching; exposure to bloodborne pathogens when administering vaccines or obtaining lab work; potential exposure to fires, floods and bio-terrorism when responding to public health emergencies; must be able to stand for extended periods of time and may be required to lift/carry up to 50 pounds; may be required to respond to emergency or stressful situations. On rare occasions, may become exposed to verbal abuse by customers, patients, or citizens, physical danger, occasional mechanical hazards, bloodborne pathogens, communicable diseases, respiratory hazards, extreme temperature and wetness and humidity.

PROTECTIVE GEAR & SAFETY MANUALS

Incumbents in this position are required to constantly follow written safety procedures and manuals relevant to the division or department; constantly require safety foot wear, surgical grade gloves and medical standard uniforms.
