Job Information

Open to the general public and any current Municipal employee.

This position is represented by the Anchorage Municipal Employee Association (AMEA) and is subject to the provisions of the current agreement between the Municipality of Anchorage and the AMEA.

DEPARTMENT: Anchorage Health Department (AHD)
HOURS OF WORK: Monday through Friday; 8:00 a.m. to 5:00 p.m. Some weekends are required.
LOCATION OF WORK: 825 L Street

Example of Duties

The Public Health Nurse (PHN) will provide evidence based, population based, comprehensive public health nursing services to address community needs including communicable disease control and prevention, epidemiological investigations, immunizations, obesity, reproductive health needs, family planning and Secually Transmitted Infecitons (STI) screening, treatment and education. Provide community education on health topics. Educate and provide direct health care services to vulnerable and at-risk populations in the clinic and in the community. Work in partnership with individuals, communities, groups, organizations and systems to improve health. Through the Core Functions of Public Health (Assessment, Policy Development, and Assurance), the PHN will intervene in all levels of prevention to safeguard the health and safety of hte population in the community. Perform other related duties as assigned.

The Anchorage Health Department (AHD) engages in the State of Alaska Department of Health and Social Services (AHD) emergency responses and the federal Incident Command System (ICS). This includes training exercises as part of the AHD\'s Crisis Health Action Team (CHAT) and municipal Emergency Operations Center (EOC). In the case of a natural or manmade disaster, AHD employees may be called to engage in emergency operations responses and recovery.

Minimum Qualifications / Substitutions / Preferences

Associates degree in Nursing, and experience in public or private health care.

OR

Bachelor\'s degree in Nursing at time of hire, a Registered Nurse License and experience in public or private health care.

All applicants must possess or obtain:

  • Valid State of Alaska driver\'s license by the time of hire.
  • Current State of Alaska Registered Nurse License by time of hire OR if an applicant is not currently licensed in Alaska, a temporary Alaska Nursing License must be obtained by the time of hire. (Regular license must be obtained within 180 days of hire.)
  • Current American Red Cross / American Heart Association Cardiopulmonary Resuscitation (CPR) Certification or the equivalent within 90 days of hire.
  • AHD HIPAA certification within 30 days of hire.
  • Satisfactory background clearance to access the Highland Mountain Correctional Center within 30 days of hire.
Preferences:
  • Experience working whitin public health.
  • Experience working disease investigations.
  • Experience working with culturally diverse and vulnerable populations.

If selected for hire, appointment in this position will be conditional based upon the submission of a current copy of the applicant\'s Alaska driver\'s license and a current (dated within 30 days from date requested) copy of his/her Department of Motor Vehicle driving record, including a driving record from previous states if the Alaskan driver\'s license was first issued within one year prior to application, documenting an acceptable driving history. If selected for hire, appointment in this position will be conditional based upon satisfactory completion of a national criminal background investigation (AS 12.62.160) and (AS 12.62.400). Accordingly it will be necessary for the selected applicant to provide certain identification information and be fingerprinted. Fingerprint cards must be dated within 30 days from date requested. The processing fee of $48.25 plus the cost of being fingerprinted (variable) is the responsibility of the selected applicant and must be accomplished before beginning work.

If selected for hire, the appointment in this position will be conditional based upon a satisfactory Municipal Employment Office conducted background check. A background check encompasses criminal history, verifying education, and verifying dates of employment.

In addition to the MOA background check the successful applicant will need to complete a satisfactory background clearance to access the Highland mountain Correctional Center within 30 days of hire.

Military Service Interview Preference:
Veterans or who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach to the application a copy of their DD Form 214, DD Form 256, NGB Form 22, or a letter from the US Department of Veterans Affairs recognizing the person as a veteran. The attached documentation must show an honorable discharge or general (under honorable conditions) discharge. The minimum qualifications of the position must be met for preference consideration.

Individuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach proof of current service to the application. Proof of current service can be shown by submission of a statement of service which, at a minimum, shows full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment. The statement of service must be on a form or letterhead of the individual\'s command organization and show the name, signature, title and contact information for the signer providing the statement of service. The minimum qualifications of the position must be met for preference consideration.
