The Project Manager provides overall project management direction on US Army Core of Engineer Locks and Dam Projects within the St. Louis/Mississippi River Valley region marine construction projects. Assist with the overall execution of projects in accordance with the established budget, schedule, contract plans and specifications. Ensure the company\'s safety culture is documented, communicated and enforced in accordance with the company\'s established policies and procedures.

Personal initiative and critical thinking skills will be essential to complete job duties with minimal guidance. The position is deadline driven, project managers must be able to set priorities, take ownership of projects, work efficiently, and provide a consistent level of high quality in a high-pressure environment. Project managers must demonstrate innovation, excellent communication skills, and a high level of customer service.

Essential Duties & Responsibilities

  • Review and approve detailed project/component level plans.
  • Manage and oversee projects conducting historical records research, site investigations and assessments, prepare technical evaluations of investigated sites, identify and recommend solutions to mitigate pollutants or hazards that affect the environment in accordance with Federal and State guidelines.
  • Develop and define acceptance criteria for all project phases/key deliverables. Close monitoring of critical milestones and deliverables.
  • Ensure project stays aligned to the strategic goals and delivers the planned/stated benefits.
  • Provide scientific and technical guidance, support, coordination, and oversight to project staff preparing written project documentation.
  • Collaborate with various groups within Ahtna and multiple client organizations.
  • Identification analysis of all project risks and preparation for risk response plan.
  • Proactive communication of risks to concerned stakeholders.
  • Identify and ensure resolution of all project level issues.
  • Manage all communications between internal stakeholders, clients and third parties.
  • Ensure preparation of various status and progress reports with metrics for various stakeholders.
  • Align all the project components and groups to ensure project success.
  • Supervise technical staff in data collection, site investigation, and evaluation and review of data collected in support of environmental restoration objectives.
  • Foster a high-performance team environment where diversity is valued and people are treated with respect and dignity. Applying innovative and effective management techniques to maximize employee performance.
  • Mentor project managers and junior staff.
  • Ensure compliance with all quality, regulatory and security processes.
  • Preparing and reviewing proposals per RFP and bid documents including estimating and bid reviews.
  • Authoring and/or reviewing contract deliverables including, but not limited to, work plans, safety plans, sampling and analysis plans and reports.
  • Support field staff as necessary.
  • Other duties as assigned by management.
Level Specific Responsibilities: (may include but not limited to)
Level - I
  • Provide client assistance to program managers;
  • Manage scope, schedule, and budget on small-sized projects
  • Maintain 1-2 areas of technical expertise
  • Technical project execution and document preparation, peer review project documents
  • Assist with small-sized task order and project proposals
  • Technical mentoring
Preferred Qualifications
  • Proficiency in Microsoft Project, or similar scheduling software
  • GIS Software
  • Professional Registration such as PE, PG, or PMP
  • US Army Core OF Engineers Experience

Qualification Requirements

All levels:
  • Bachelor\'s Degree in Project Management or other relevant field experiences
o Experience may be substituted for education on a 1:1 basis
  • Valid Driver\'s License with clean driving record, able to drive company vehicle
  • Experience with Federal and State contracting
  • Previous experience with Army Corp of Engineers
  • Ability to pass background checks by various Federal Agencies (e.g. DOD, DHS, FAA, etc.) to obtain security access badges
  • Thorough understanding of corporate and industry practices, processes, standards, etc. and their impact on project activities
  • Strong knowledge of Microsoft Office Suite including Word, Excel, PowerPoint and Outlook
  • Adept at explaining technical aspects of field work to internal and external clients verbally and in writing
Level - I
  • Zero (0) to Three (3) years of project management experience, specialized training and/or advanced degree such as MS may be substituted for work experience
