What We\'re Looking For: The DATCP\xe2\x80\x99s Division Agricultural Resource Management is recruiting for a Program & Policy Analyst- Advanced Management to fill an exciting employment opportunity with their Bureau of Agrichemical Management. Where We Are Located: DATCP is located in the Prairie Oaks State Office Building situated on Madison\'s southeast side. We are only minutes away from the Beltline Highway, Interstate 90 and Highway 51 for quick access to local restaurants, retail and service locations. Telecommuting Option: This position may have the ability to telecommute up to 6 days per 2-week pay period! An approved telecommuting agreement is required before an employee may telecommute. Approval of the employee\xe2\x80\x99s telecommuting agreement and work schedule will vary based on the operational needs of the Division. All DATCP employees who telecommute are required to live in Wisconsin. Position Summary





This position is responsible for program planning and policy analysis for the Bureau of Agrichemical Management (ACM). The position leads or independently performs analysis related to policy issues, program operations, and organizational and management issues. The position analyzes alternatives, makes recommendations to Bureau management, participates in the decision-making process plans and formulates projects, and coordinates implementation of program and policy initiatives. This position is responsible for planning, developing, implementing, and overseeing a system of objective and subjective measures to evaluate the impact and effectiveness of Bureau programs and activities and to document their performance over time. This position coordinates several key functions for the Bureau, including rulemaking coordination and strategic business plan development. In this capacity, this position leads and/or coordinates teams made up of ACM Bureau managers and staff. This position works with state and local government officials and representatives of the business community and the public to formulate policies on complex subjects related to ACM Bureau programs. Salary Information





The Program and Policy Analyst \xe2\x80\x93 Advanced Management is in schedule-range 81-03 with starting annual salary of $70,720 to $79,040 ($34.00 to $38.00 per hour). This position is not represented by a collective bargaining unit. A 12-month probationary period is required. Pay for current state employees will be set in accordance with the State Compensation Plan.

DATCP does not sponsor work visas. Any appointment made will be contingent on the selected applicant being able to provide documentation of eligibility to work in the United States. Qualifications





Minimally qualified candidates will have each of the following:
  • Experience identifying, monitoring, and analyzing policy issues and formulating options and/or program recommendations to help support decision makers (e.g. determining the long term viability of a policy and/or program after analyzing and evaluating data).
  • Experience making recommendations for improvements to management systems including systems for improved planning, performance evaluation, program evaluation, management and communications.
  • Experience with informal leadership (e.g., team lead, subject matter expert, etc.).
In addition, highly qualified candidates will have one or more of the following:
  • Experience as a liaison to internal and external stakeholders (e.g., providing information, coordinating input, feedback for policy development and/or program improvement, etc.).
  • Experience as a rule coordinator, coordinating the rulemaking process for administrative rules, state and federal laws, recommending updates, revisions, etc.
  • Experience developing and managing memorandums of understanding (MOUs) involving technical and policy issues.
  • Experience developing and coordinating grant proposals.
