Duties

This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.

As a Program Manager at the NH-0340-4 some of your typical work assignments may include:
  • Document all program detail, assess, manage and eliminate risk related to program cost, schedule, risk and performance and report across the Agency to senior SES and Flag/General Officers on the progress of the program. Respond to DoD, GAO and Congressional requests for information on the progress and challenges of the program.
  • Manage programmatic activities to define the technical requirements, the acquisition documents IAW MDA processes and oversee the funding execution in the current year and propose budges to fund future years IAW MDA POM process.
  • Assist programs by analyzing financial and acquisition strategies and recommend courses of action to keep programs on or ahead of schedule.
  • Provide management and oversight of multiple contracts applicable to the Missile Defense System across the FYDP

Qualifications


You may qualify at the NH-04 broadband level, if you fulfill the following qualifications:

One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below:
  • Experience applying systems acquisition processes, policies, procedures, and practices necessary to develop and assess technical and economic feasibility, including cost, schedule risk and performance;
  • Experience leading teams, provide program support, and collaborate across programs, organizations, and functional Integrated Product Teams (IPTs) external stakeholders;
  • Experience communicating information to senior leaders orally, in writing and with presentation material.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
