The City of St. Louis Office of Violence Prevention (OVP) seeks a highly motivated, detail-oriented professional with excellent written and verbal communication skills, analytical skills, and a strong commitment to creating safe and healthy communities in St. Louis. The Program Manager II will oversee a diverse portfolio of programs funded by OVP. The Program Manager II will also supervise Client Service Coordinators who are working to connect community members with resources. The person in this role will have a deep understanding of community needs and will work to ensure that staff and funded organizations are meeting those needs.
Essential Functions and Responsibilities:
Supervises all programs funded by OVP to provide feedback and resolve complex problems.
Applies change, risk and resource management principles when needed.
Assesses performance of funded programs to ensure the delivery of quality services.
Supervises and establishes work priorities for Client Service Coordinator staff.
Plans, organizes, assigns, directs, reviews, and evaluates the work activities of subordinate staff to realize OVP's goals.
Convenes and facilitates community meetings and meetings with contracted providers.
Supports public reporting and program evaluation efforts, as needed.
Conducts site visits to ensure compliance.
Assists in developing grant proposals.
Represents OVP at meetings and events.
Knowledge, Skills, and Abilities:
Strong working knowledge of focused deterrence and other contemporary violence reduction strategies
Thorough understanding of project/program management techniques and methods.

Data Utilization: Requires the ability to perform mid to upper-level data analysis including the ability to coordinate, strategize, systemize and correlate, using discretion in determining time, place and/or sequence of operations within an organizational framework. Requires the ability to implement decisions based on such data, and overseeing the execution of these decisions.
Human Interaction: Requires the ability to manage and direct a large group of employees, which may include firstline supervisors. Oversees and controls employee discipline, selection and allocation, and planning of human resources.
Equipment, Machinery, Tools and Materials Use: Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as a personal computer, telephone, calculator and/or materials used in performing essential functions. May be required to operate a motor vehicle.
Verbal Aptitude: Requires the ability to utilize a variety of advisory data and information such as grant reports, budgets, performance appraisals, neighborhood plans, regulations and non-routine correspondence.
Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; calculate percentages, and decimals.
Functional Reasoning: Requires the ability to apply principles of influence systems such as supervision, managing, leading, teaching, directing, planning, coordinating and controlling. Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.
Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the direction, control and planning of an entire program or multiple programs.
Environmental Factors: Work is normally performed in an office environment under generally safe and comfortable conditions where exposure to irate individuals poses a very limited risk of injury.
Physical Requirements: Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and pulling of objects weighing five (5) to ten (10) pounds, such as file folders or office paper. Tasks may involve extended periods of time at a keyboard or workstation.
Sensory Requirements: Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes and sounds associated with job-related objects, materials and tasks, such as participating in a community meeting.
Qualifications
A Bachelor's degree in Social Work, Public or Business Administration, Public Policy, or a closely related social science field; plus three years of program management experience in focused deterrence and related violence reduction strategies, which includes experience in data analysis.
OR
an equivalent combination of education, training and experience.
Preferences:
A Master's degree in a related field; expertise with Salesforce Customer Relationship Management (CRM) platform; supervisory experience is preferred

City Residence Preference Points
City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
