About the Position:

This position is located in the Department\'s Children, Youth and Family Services (CYF) division, Child/Adolescent School & Community-Based Services.

Child/Adolescent School & Community-Based Services coordinates, plans, and implements several key interagency initiatives among public and private agencies in the community to meet the needs of children, youth, and their families, including Bridge to Wellness, the Cluster Projects (Kennedy, Paint Branch-Springbrook, and Watkins Mill); East County Coordination; Linkages to Learning; School & Community Youth Services; and a variety of youth development and related contracts. This division also currently houses the Bienvenidos newcomer initiative.

Position Duties:

  • Manage the Bienvenidos newcomer initiative within DHHS, a joint effort between Montgomery County Government, Montgomery County Public Schools, and community service providers to support foreign-born individuals and families who have recently arrived in the United States through the provision of culturally and linguistically competent interdisciplinary services and supports.
  • Plan, design, develop and manage programs to meet local needs and objectives related to newcomers in Montgomery County. Oversee some direct operations and manage and monitor numerous contracts for the majority of services delivered by community partners.
  • Facilitate regular meetings with network of providers to plan coordinated and appropriate care, protection, reunification, and post-release services for newcomers and advise the DHHS internal operations team. Co-facilitate crossover/joint work with Montgomery County Public Schools, existing DHHS programs, providers, other agencies, and stakeholders
  • Research and integrate best practices related to welcoming and engaging newly arriving migrant and asylum-seeking children, youth and families, especially as it relates to access to social service programs. Independently analyze nonstandard or unclear information, identify various approaches and alternatives and develop recommendations/ draft decisions which affect a wide range of activities for the consideration of or issuance by a higher level official or manager
  • Collaborate with existing and new regional partners such as faith-based organizations, international partners, and community-based organizations to identify appropriate care and services, identify gaps in needed care, and adapt service partnerships and provision to maximize resources available for newcomers and minimize duplication and competition for resources
  • Serve as lead worker for assigned merit, contract and/or temporary staff within fluid unit that respond to emergent newcomer needs via direct services and operations that include occasional evening and weekend support/oversight, based on emergent or emergency needs
  • Serve as primary DHHS point of contact for issues related to newly arriving migrant and asylum-seeking children, youth, and families Oversee and manage data collection and reporting of DHHS components of Bienvenidos Initiative. Includes updating of data collection protocols across network of Montgomery County providers; tracking trends and data related to newly arriving migrant and asylum-seeking children, youth and families; and drafting all internal reports, memorandums and presentations for stakeholders, DHHS leadership and elected officials related to the subject matter

Minimum Qualifications

Experience: Thorough (five (5) years professional experience serving or supporting migrant and asylum-seeking families, especially from Central and/or South America.

Education: Graduation from an accredited college or university with a Bachelor\'s Degree.

Equivalency: An equivalent combination of education and experience may be substituted.

License: Possession and maintenance at all times of a valid Class \xe2\x80\x9cC\xe2\x80\x9d (or equivalent) driver\'s license from the applicant\'s state of residence.
Preferred Criteria

There is no Preferred Criteria. All applicants will be reviewed by OHR for minimum qualifications. Those applicants who meet minimum qualifications will be rated Qualified, placed on the Eligible List, and may be considered for an interview.

Preference for interviews will be given to applicants with experience in the following:
  • Minimum three (3) years\' experience conducting project/program management in human services or other settings, coordinating the work of multiple partners, and leading cross-organizational teams
  • Prior supervisory experience in community-based human services
  • Direct experience with trauma-informed systems of care
  • Advanced bilingual proficiency in English/Spanish
