The Montgomery County Fire and Rescue Service (MCFRS) is a full spectrum life safety agency protecting about 500 square miles and over one million people who live and work in Maryland\'s most populous jurisdiction. MCFRS is a combination system (volunteer/career) in the suburban Washington, D.C. area, operating with an annual budget of $267 million. MCFRS Responds annually to over 120,000 emergency calls for service and is staffed by nearly 2,700 career and volunteer responders.

The MCFRS Division of Fiscal Management seeks a Program Manager II (Contracts Manager) professional to serve as the primary resource for the department and perform the following principal duties:

  • Administer contracts for commodities and professional services.
  • Develop contracts, amendments, memos and other documents necessary to support new and ongoing business relationships with vendors.
  • Preparing and completing all types of procurement actions: non-competitive procurements, bridge contracts, Requests for Proposals (RFPs), and Invitations for Bid (IFBs).
  • Work with MCFRS personnel to understand procurement needs, develop contract language and assist MCFRS personnel in understanding and complying with procurement regulations.
This employee must have experience with the entire procurement cycle, from identification of the need for a contract through contract execution. Additionally, the candidate should be familiar with contract compliance and set-aside programs. This person should also have good oral and written communication skills and possess experience advising, explaining, and working cooperatively with employees outside of their internal working group as well as with county contractors.

Prior to appointment, all applicants must successfully complete a comprehensive background investigation. The position will be required to file a Financial Disclosure statement with the Ethics Commission annually.

The selected candidate will be required to complete a medical history review with a drug/alcohol screening.

The anticipated salary range for this position is $73,173 (minimum) - $95,299 (maximum).

Minimum Qualifications

Education: Graduation from an accredited college or university with a Bachelor\'s Degree.

Experience: Five (5) years of professional administrative experience related to procurement administration and/or contracts management experience.

Substitutions:

EDUCATION for EXPERIENCE: Additional education will substitute for the required experience on a year-for-year basis.

EXPERIENCE for EDUCATION: Additional administrative, business, research and/or clerical experience will substitute for the required education on a year-for year basis.
Preferred Criteria

The applications of those individuals meeting the minimum qualifications will be reviewed to determine the extent, relevancy of training, and experience in the following areas:
  • Experience developing open solicitation, RFP, IFBs, sole source and non-competitive contracts.
  • Experience working with program subject matter experts, attorney\'s offices, and public procurement offices.
  • Experience negotiating contract terms and conditions.
  • Experience applying procurement regulations in developing solicitations and contract administration.
