Summary

This position is part of the Defense Threat Reduction Agency, Defense Threat Reduction Agency. The incumbent will be responsible for serving as an acquisition program manager in the Advanced & Emerging Threats Division (RD-CBS) within the Chemical Biological Defense Department, responsible for supporting the use of acquisition and program management processes to meet Joint Force requirements.

Duties

As a PROGRAM MANAGER at the GS-0340-13 some of your typical work assignments may include:
  • This position assists in the programmatic implementation of the overall Advanced & Emerging Threats Division (RD-CBS) strategy derived by the RD-CBS Division Chief, and provides fiscal and programmatic advice and support to RD-CBS Division Chief, Research Portfolio Leads, and Science and Technology Managers.
  • Provides technical, programmatic and procedural advisory services to management and Technical Program Managers with regard to the quality of project packages going forward for funding and award.
  • Assists the GS14 Technical Acquisition Program Manager as directed in the overall conduct of the business operations of the Advanced and Emerging Threats Division.
  • Prepares budget and program documentation such as technical research solicitations, acquisition plans, budget and execution plans and reports, and program briefings.
  • Conducts market research in the areas of biological and chemical medical countermeasure development and prepares and tracks procurement requests (PR) packages.
  • Employs technical knowledge in translating scientific information into required programmatic and fiscal documentation to support the planning, programming, budgeting and execution system.

  • This is an Acquisition Workforce position in the Program Management functional area. The incumbent will be required to become certified in the Practitioner tier within 4 years.
  • The incumbent is required to acquire a minimum of 40 continuous learning points (CLPs) every fiscal year as a goal and 80 CLPs being mandatory within 2 years.
Qualifications

You may qualify at the GS 13, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:
  • Expertise and experience (3+ years) using the Defense Acquisition System (DAS) in support of research and development programs.
  • Expertise and experience (3+ years) with the DoD contracting process, to include solicitation of proposals, contract/agreement award, and contract/agreement management, and preparation of procurement request (PR) packages.
  • Expertise and experience (3+ years) with DoD Planning, Programming, Budgeting & Execution (PPBES) process, to include development of budget exhibits (R-Forms) and Program Objectives Memorandum (POM) materials, for a research and development acquisition program.
  • Expertise and experience (3+ years) in budget formulation and execution (to include spend plan development across multiple budget lines) for a research and development acquisition program.
  • Expertise and experience (3+ years) with the ISS/ASR process, Consolidated Acquisition Tool, and the Knowledge Management tool would be helpful.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
