Overview:

Oak Ridge National Laboratory (ORNL) is the largest US Department of Energy science and energy laboratory, conducting basic and applied research to deliver transformative solutions to compelling problems in energy and security.The National Security Sciences Directorate (NSSD) at Oak Ridge National Laboratory (ORNL) seeks a Program Management Operations Specialist to provide support to the Nonproliferation Program Office (NPO). Specifically, the Specialist will work in support of our Global Material Security (GMS) Program helping to identify opportunities, implement strategies, and track/monitor programmatic activities in collaboration with associated division leadership and staff. Activities executed by the specialist may include: managing proposal calls with lab staff, plans meetings and events, conducts analysis of program data, interfaces with communications, and communicates status to management and sponsors. Position requires regular and on-going interface with ORNL GMS Program leads and sponsors to provide status updates, reporting, and program management communications.

Major Duties/Responsibilities:

The successful candidate will work closely with the program management leadership to provide program support necessary to implement a broad set of programmatic activities. Specific responsibilities of the position include, but are not limited to:

  • Independently completes operational assignments and projects
  • Leverages competencies with lab policies, systems, procedures, to complete operational assignments.
  • Works across the laboratory to respond to data requests and analyses, special projects, and other taskings from the NPO leadership or the sponsor.
  • Formulates, monitors and reports programmatic metrics
  • Supports program initiatives to develop or expand Oak Ridge\'s scope across the labs nuclear security competencies.
  • Provides assistance to the development of programmatic guidance documents, operational plans, training requirements, and strategic plans.
  • Plans, organizes, and facilitates program meetings that may involve program development, sponsor program reviews, workshops, program outreach, and stakeholder meetings
  • Requires domestic travel.

Basic Qualifications Required:
  • Bachelor\'s degree in business-related, science, engineering or related field
  • Minimum of 5 years of related experience
  • Excellent analytical, verbal and written communication skills
  • Understanding of data management tools to monitor and analyze key performance data, and other metrics to assess and continuously improve operations and research
  • Demonstrated interpersonal skills working across a diverse team of contributors, including managers, leaders, scientists, matrixed operations support and technical staff.
  • Ability to follow policies and procedures, problem solve, troubleshoot, and research solutions
  • Experience and demonstrated skills in managing priorities and delivering results, in collaboration with a range of stakeholders, and in a self-directed fashion
  • Demonstrated skills in presentation, customer service, delegation, multi-tasking
  • Proven creativity, leadership, and problem-solving skills
Preferred Qualifications:
  • Familiarity with enterprise business systems, including SAP, Ariba and others
  • Experience working for a scientific laboratory or institution
  • Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory
  • Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs
  • Proficiency with PowerPoint, Excel and Word software packages.

This position requires the ability to obtain and maintain an Secret Compartmented Information (SCI) clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program. In addition, due the SCI, you may be also be subject to random polygraph testing.
