Leidos is seeking a Program Cost Analyst forecasting / budgeting experience to join our fast-paced and exciting Business Operations team supporting the United States Antarctic Program (USAP). Leidos is the prime contractor for the Antarctic Support Contract (ASC), which operates three research stations, two research vessels, and many field camps all in support of Science. Our customer is the National Science Foundation (NSF).

About the Antarctic Support Contract:

Leidos Antarctic Support Contract (ASC) is the prime contractor to the National Science Foundation (NSF) in support of the United States Antarctic Program (USAP). Leidos supports the NSF\xe2\x80\x99s Office of Polar Program\xe2\x80\x99s Antarctic Infrastructure and Logistics by aligning with their Mission and Vision Statements:

Vision: Expanding our scientific reach in Antarctica through increased operational and logistical effectiveness.

Mission: To provide the operational and logistical platform necessary for the U.S. to conduct world-class science in Antarctica and maintain its active and influential presence on the continent.

Leidos ASC provides science and logistics support for approximately 150 science and technical events across three geographically remote research stations; McMurdo Station, Palmer Station, and South Pole Station and several deep field sites across Antarctica. Each station or field site supports world class research across multiple science disciplines. The planning and implementation of science support requirements in Antarctica is a critical part of our mission.

The Program Cost Analyst will work on the Antarctic Infrastructure and Modernization for Science (AIMS) Program Finance team and work directly with the Program Manager and Finance Lead to help define the program\'s goals and objectives. The AIMS Program is a complex multi-year construction project which will modernize Antarctica\xe2\x80\x99s largest research station. The successful candidate will create and maintain the AIMS Program budget and schedule, to include: analyzing progress reported against the program baseline; identifying risks and opportunities against the program baseline; and recommending actions to improve progress to achieve flawless program execution.

Utilizing Earned Value Management (EVM) concepts and reporting, the Program Cost Analyst will prepare, contribute to, and present financial forecasts, reports, and analytics. This role participates in EVM surveillances, customer reviews, new business proposals, preparing on-contract proposals for customers, and creating ASC pre-proposal pricing data. The incumbent will apply working knowledge of multiple contract types, tools, and processes to support program audits and ensure policy / program compliance.

100% telework is allowed for this position.

Primary Responsibilities:

Works directly with Director, Program Manager, AIMS Finance Lead and Cost Account Managers (CAMs).

Budgets and forecasts costs in COBRA (budget and earned value system).

Contributes to program financial month-end processes including Program and financial planning & analysis (FP&A) tasks, such as: program estimate at complete (EAC) / forecasting, subcontractor costs evaluation, contract modification approvals, and supporting the Monthly Customer cost reports.

Works closely with Scheduling partners to consolidate data from CAMs and Finance Analysts to create and maintain accurate, credible budgets and forecasts.

Integrates changes within the customer / budgeting environment into corporate financial projections.

Compiles invoice formats supporting AIMS project activity within the billing period.

Performs reconciliations between program financial reporting and Leidos financial systems as needed.

Participates in pricing & proposal activity.

Understands and applies Leidos cost structures, business architecture, and financial policies.

Works independently to achieve day-to-day objectives that have significant impact on operational results and project deliverables.

Understand EVM and Major Facility Guideline.

Required Qualifications:

Bachelor\'s Degree in Finance, Accounting or Information Systems with a finance emphasis, and 4-8 years of prior relevant experience.

Demonstrated history of analytical experience, including data reporting on complex topics and the ability to incorporate such topics into financial forecasts.

Proactive approach to complex problems and the drive to problem-solve autonomously.

Strong communication skills and ability to communicate complex topics to program participants, customer, and senior leadership.

Must be willing and able to work competing priorities and multiple projects.

Skilled in Microsoft Excel, PowerPoint, and Word.

Preferred Qualifications:

Familiar with federal contract types (CPFF/CPIF/FFP).

Expertise with Earned Value Management (EVM) concepts and reporting.

FAR/GAAP/SOX Knowledge.

Expert proficiency in Microsoft Excel and financial modeling.

Experience using COBRA planning tool or similar budgeting / forecasting tool (SAP, Oracle, etc).

Prior experience with construction project accounting.

Experience with risks and opportunities in the context of financial reporting and program execution.

This position requires the ability to obtain and maintain a Public Trust security clearance.

Due to program restraints, candidates must have US Citizenship or permanent residency.

Pay Range: Pay Range $66,300.00 - $102,000.00 - $137,700.00
