Pay Range
$186,780 - $238,080 Annual (AMC.2)

The Office of the CFO has an opening for a Principal Associate Director Resource Manager (PADRM) matrixed to the Director\'s Office. This role will be responsible for leading and overseeing financial management for the DO, primarily consisting of DO Direct, Indirect and SPP portfolios, including planning, budget and funding execution activities, forecasting/analysis, and reporting of key DO budgets. As part of this portfolio, the position will also oversee the financial management of the Deputy Director for Science & Technology\'s (DDS&T) mission support indirect portfolio, consisting of LDRD, ISCP and PDC portfolios. The selected candidate will manage and provide oversight to exempt level professional financial analysts who are responsible for financial/budget performance for the DO. This position reports programmatically to the LLNL Principal Deputy Director and partners closely with the Associate Principal Deputy Director for Operations. (APDDO).

You Will

  • Provide leadership, direction, and oversight to the DO\'s Lead Resource Analysts to assure compliance with the provisions of Contract 44, Cost Accounting Standards (CAS), Generally Accepted Accounting Principles (GAAP), applicable regulations, policies and procedures and achievement of Contract performance objectives.
  • Lead the budget formulation, planning and execution of the DO Direct, SPP and Indirect budgets portfolio, including annual and monthly planning/reporting.
  • Lead day-to-day execution of and coordinate long-range strategic financial planning for DO activities, collaborating with the Deputy Director, APDDO, DO senior management, and other Laboratory staff.
  • Develop strategies for increasing efficiencies and streamlining processes and enhancing budget systems and applications where needed.
  • Demonstrate a transformational/continuous process improvement perspective in the execution of assigned PADRM duties.
  • Oversee the development of highly complex financial analyses and forecasting, identify risks and opportunities, and provide solutions and recommendations for presentation to senior management.
  • Oversee self-assessments and formulate responses to audit findings in collaboration with the OCFO primary Audit point-of-contact.
  • Oversee, develop, direct, and implement personnel policies, procedures and workforce plans including staff development, succession planning and performance management for your direct reports and associated staff.
  • Lead or contribute to strategic financial initiatives/modeling on behalf of the DO, CFO, and Laboratory senior management, including representing the DO/OCFO on Laboratory-wide initiatives, forums, councils, and with outside agencies (external sponsors, site office) in functional area.
  • Perform other duties as assigned.
Qualifications
  • Ability to maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor\'s degree in Business Administration, Accounting, Finance, or related field, or equivalent combination of education and related experience.
  • Extensive experience and knowledge of financial management regulations, policies, procedures, systems, and operating practices.
  • Extensive problem solving, decision making, and analytical skills necessary to independently advise, recommend, and resolve highly complex problems having Laboratory-wide impact.
  • Experience in leadership with demonstrated ability to motivate and inspire a diverse professional staff and collaborate with peers to achieve organizational objectives.
  • Demonstrated effective communication and interpersonal skills necessary to establish and maintain effective working relationships with a broad-cross section of senior leadership and administrative personnel, internal and external to the Laboratory.
  • Experience successfully negotiating and influencing various levels of personnel.
  • Extensive financial knowledge and expertise with line management experience.
  • Extensive experience leading strategic financial initiatives for large organizations on behalf of senior management.
  • Substantial experience in direct/indirect funding and distribution mechanisms, Generally Accepted Accounting Principles (GAAP) and Cost Accounting Standards (CAS).
Qualifications We Desire
  • Master\'s degree in Business Administration, Accounting, Finance, or related field.
  • Experience in working in the management and operating (M&O) contractor environment within the DOE/NNSA complex.
  • Experience with Federal Acquisition Regulations (FAR).
