Department/Location: Housing Choice Voucher Summary The primary purpose of this position is to oversee the agency\xe2\x80\x99s PBV RFP administrative process and its administration of PBV and other related contracts ensuring compliance with all HUD regulatory requirements and MPHA policies and procedures. The position is newly implemented, and it is anticipated to develop over time and have direct reports supporting PBV asset management practices. The role supports MPHA\xe2\x80\x99s strategic goals around expanding and protecting affordable housing through the issuances and responsible management of project-based vouchers. All activities must support the Minneapolis Public Housing Authority\xe2\x80\x99s ("MPHA" or "Agency") mission, vision and values. Essential Duties and Responsibilities The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required and assigned, as needed.
  • When applicable, supervises the work of staff including: assigning, planning, and reviewing work, evaluating work performance and completing performance evaluations, coordinating activities, maintaining standards, allocating personnel, selecting new employees, training staff and investing in their professional development, acting on employee problems, and recommending and implementing discipline.
  • Ensures adherence to all HUD regulations, HCV Operating Procedures, MTW activities, and MPHA HCV Statement of Corporate Policies as it relates to PBV Contracts administration and does this through training, developed experience, ongoing education, and consultation with Director of HCV, MPHA Office of the General Counsel, and other MPHA Executive Leadership.
  • Administers the selection of Project Based proposals at the direction of the Director of HCV and manages the execution and renewal process of Project Based, MOD Rehab, and SRO HAP Contracts, including analysis of contract rent increase requests from owners and document preparation for HUD approval.
  • Manages relationships with developers, management companies, and external stakeholders as it pertains to Project Based Voucher contracts, including implementation of innovative and efficient means of facilitating vouchers and subsidies administered by MPHA.
  • Organizes, schedules, and administers asset management review of active PBV contracts on a timeframe as determined by the Director of HCV and any established HCV Operating Procedures.
  • Audits, corrects, and maintains PBV Contract files in accordance with HUD regulations, MPHA HCV Operating Procedures and Statement of Corporate Policies.
  • Facilitates HCV department involvement in Faircloth unit development and PBV administration plans, as directed by the Director of HCV.
  • Responds to staff inquiries and provides guidance and direction regarding the application of regulations, policies, and procedures as it relates to PBV, MOD, and SRO contracts.
  • Participates in the development and implementation of department policies, procedures, work processes, forms, and checklists, including revisions to the HCV Operating Procedures, Owner Manuals, and Participant Handbook.
  • Analyzes and applies HUD\xe2\x80\x99s Code of Federal Regulations and Public and Indian Housing notices ensuring that staff, families, and owners understand and comply with the rules; that the interests of program participants are served; and that the Authority is protected.
  • Conducts contract and regulatory education sessions with owners and managers so that they understand the complexity and the necessity of the regulations that affect them.
  • Maintains logs, records, and files associated with project-based contracts and other assigned responsibilities.
  • Prepares statistical, status, and productivity reports to support program performance analysis.
  • Performs other related duties as assigned.

Experience and Skills: Education and/or Experience Bachelor\xe2\x80\x99s Degree in business administration, public administration, or related field and a minimum of three (3) years of experience in the Housing Choice Voucher program, including a minimum of one (1) year in compliance or project-based voucher administration. An equivalent combination of education and experience may be considered. Must possess or have the ability to obtain Project-based Voucher and RAD PBV Training Certification upon employment. Some positions may require possession of a valid driver\xe2\x80\x99s license. Those positions may also require use of a personal vehicle and evidence of individual automobile insurance coverage, or the ability to be insurable under the Authority\xe2\x80\x99s automobile insurance plan at the standard rate. Must pass a criminal history background check. Technical Skills To perform this job successfully, the employee should have strong computer skills (MS Word, Excel, Outlook, Smartsheet, and Adobe). Experience with Yardi Voyager preferred. Must have the ability to learn other computer software programs as required by assigned tasks.
