Full-time position available with the Housing & Community Development Department, CDBG Division located at 414 E. 12th St.
Salary Range: $6,489-$9,734/month
Normal Work Days/Hours: Monday-Friday, 8:00 a.m.-5:00 p.m., telework available

Responsibilities




  • Supervises the Community Development Block Grant Program (CDBG) for the Housing Department, and other duties as assigned.
  • Develops, implements, and evaluates program policies, procedures, and standards.
  • Determines program service levels and enhancements.
  • Develops and monitors program budgets. Provides technical advice and/or supervision to staff, other departments, the public and other agencies.
  • The Division Manager will be responsible for the HUD Consolidated and Annual Plans for the department, including substantial amendments.
  • Ensures the efficient operation and oversight of CDBG and other housing contracts.
  • Understands knowledge of city economic development and tax incentives providing leverage for projects, providing technical assistance, and underwriting for highly complex projects for single family and multi-family developments and community development projects.
  • Understands how to use federal funding and provide assistance in housing matters.
  • Facilitates highly complex administrative work and meet with the public, explaining city rules and federal regulation and handle complaints professionally.
  • Supervises, directs, and coordinates housing and community development service programs and staff involvement with community groups.
  • Maintains daily fiscal operations and funding allocation of assigned programs or funds, and lending and providing loans.
  • Ensures fiscal operations comply with funding and agency guidelines.
  • Advises subordinate personnel in solving difficult assignments, reviewing objectives, methodology and results of assigned projects.
  • Assists in preparing and reviewing request of the departmental budget, interviewing prospective employees, training new employees, and in establishing departmental policies.
  • Performs independent analysis, program development and research, making recommendations and preparing corresponding staff reports.
  • Presents at public meeting and council committee meetings.


Qualifications





REQUIRES an accredited Bachelor\xe2\x80\x99s degree and 7 years of related professional experience of a progressively responsible nature in a public or private sector program that includes one of the following: neighborhood preservation, enforcement or engagement, environmental policy and/or compliance, cultural arts, resident assistance programs or related to include 2 years of supervisory experience; OR accredited Master\xe2\x80\x99s degree and 5 years of related professional experience in a public or private sector program that includes one of the following: neighborhood preservation, enforcement or engagement, environmental policy and/or compliance, cultural arts, resident assistance programs to include 2 years of supervisory experience; OR an equivalent combination of qualifying education and experience.

All positions require successful completion of a pre-employment criminal history/background check. Non-residents, if appointed, must establish residency within the city limits of Kansas City, MO within nine months.
