The Idaho Transportation Department (ITD) is currently hiring two National Environmental Policy Act (NEPA)/Environmental Planners (Senior Environmental Planner classification) to provide environmental support and NEPA compliance for transportation projects for our Headquarters located in Boise, ID. This position will work as a member of a team of environmental and engineering professionals to deliver Federal-aid and State-aid, highway, bridge and other transportation construction projects (linear) in Idaho. This position will focus on completing the environmental processes required to comply with NEPA, deliver, and construct statewide projects. This position requires working in a deadline driven environment, balancing multiple priorities, and engaging in complex problem solving while providing support to operational staff in environmental compliance.

Occasional fieldwork and travel may be required.

Example of Duties

  • Expect to function as both a generalist (provide support in multiple environmental resource areas) and as a specialist (provide subject matter expertise in at least one environmental resource area).
  • Expect to do work related to NEPA including endangered species, fish and wildlife, wetlands, water quality, socioeconomic analysis, hazardous materials, air quality, traffic noise, and permitting.
  • Expect to work on both projects and program level activities.
  • Serve as a subject matter expert.
  • Serve as technical support to the Federal Highway Administration, ITD, or local government staff in environmental resource areas.
  • As an independent peer reviewer, provide project document quality control, review for sufficiency, technical accuracy and compliance with ITD procedures and state and federal regulatory requirements.

  • Makes determinations of project effects on environmental resources.
  • Coordinate with federal and state agencies, tribal staff, and consultant firms as needed.
  • Review, recommend, author, and implement procedures, policy, and guidance.
  • Review, interpret and recommend comments on proposed rulemaking.
  • Conduct compliance monitoring.
  • Develop process improvement and/or streamlining tools.
  • Develop or support training and/or presentations.
  • Develop and negotiate interagency agreements.
  • Implement and track performance measures and reporting.
  • Manage consultant agreements and contracts as needed.
Minimum Qualifications

Considerable knowledge of:
  • Environmental concepts and principles
  • Environmental planning methods and impacts associated with transportation project location, design, and construction; methods involved in collecting, analyzing, and organizing data
Some knowledge of:
  • Engineering concepts relating to environmental planning
Experience:
  • Making public presentations of technical study findings
  • Developing plans for mitigation measures
Valid Driver\'s License

Desired Qualifications:
  • Completion of a Bachelor\'s degree from an accredited college or university in an environmental related field.
  • Experience in interpreting and applying NEPA regulations.
  • Experience in linear transportation projects.
  • Experience in dealing with federal agencies.
