What you will be doing:
The incumbent of this position will work under the direction of the Division Operations Manager. They will be required to perform journey level professional work in the development, negotiation and administration of leases and/or related legal agreements for the Department of Military and Veterans Affairs (DMVA) as well as the Alaska Army National Guard (AKARNG). The incumbent drafts leasing contracts, contract amendments, use agreements, permits, and right-of-way agreements, stipulates terms of contracts, calculates square footage, and also computes rental fees.

This position is part of the Facilities Management Office (FMO) section of the Alaska Army National Guard. This division falls under the Department of Military & Veterans Affairs. FMO works closely with all other DMVA divisions and federal entities. Duties in this position will provide multiple opportunities to hone your skills and build your knowledge and competencies.

The working environment you can expect:
The Facility Management Office is located on the edge of Joint Base Elmendorf-Richardson (JBER)/Camp Carroll where you may use guard facilities to include no cost gym, a caf\xc3\xa9 for breakfast and lunch needs, and on post trails for walking, biking, and running. The base is also close to Eagle River and the Tikahtnu shopping district. It is also common to see moose, fox, lynx, and bear from your office window.

We are looking for applicants with these knowledge, strengths and abilities:

Ability to work independently with minimal supervision while remaining self-motivated, adaptable to changing priorities and remaining on task.
Analytical Thinking/Problem Solving: Ability to use logical, systematic, and sequential approach to address problems or opportunities or manage a situation.
Knowledge of Data Systems: Ability to use systems that apply to the conception, specification, analysis, planning, development, installation, test, modification and use of data handling and computing systems in support of aerospace flight and ground systems.
Design: Knowledge of conceptualizing, developing, producing, understanding, and using plans, models, blueprints, and maps, including the use of tools and instruments to produce precision technical drawings, working prototypes, components, or systems.
Public Planning: Knowledge of functions, principles, methods, and techniques of public planning, including those related to community planning, outdoor recreation planning, and natural resource management, such as demand forecasting, environmental impact analysis, financial forecasting, and land use planning and zoning.

The successful applicant must pass a federal background check in order to qualify for military base access, which is required with this position\'s work location within the Joint Base Elmendorf-Richardson (JBER). The background check may include fingerprinting. All job offers are conditional pending successful completion of the federal background check and issuance of a Defense Biometrics Identification System (DBIDS) card allowing base access. You must be able to maintain a DBIDS throughout your employment. If using a private vehicle this will require a valid Alaska Driver\'s License, proof of vehicle insurance, and a valid State of Alaska vehicle registration at the time of appointment.

State employees are guests on base (JBER); clearance and access is not within the State\'s control.

Special Note: In addition, some employees must be able to obtain and maintain a Common Access Card (CAC). As part of the examination process, a background check investigation, including a criminal record check, will be conducted. Conviction of a crime will not automatically preclude appointment. The circumstances involved in the conviction will be considered.
