More About the Role:
Leidos is seeking a Level 1 Manager to support related efforts for SMIT, the largest IT services program for the Navy. Under Service Management, Integration, and Transport (SMIT), the Leidos team will provide cybersecurity services, network operations, service desk, and data transport. Through the use of Model-based Engineering, DevSecOps and Agile practices, the Leidos team will support the Navy in unifying its shore-based networks and data management to improve capability and service while also saving significant dollars by focusing efforts under one enterprise network. The successful candidate will support engineering cyber solutions related to systems integration for Navy SMIT.

In this role you will be managing a medium size team of highly skilled engineers and overseeing the integration of security concepts, controls, and mechanisms into the design and architecture phases to produce a reliably secure product. Duties include, but are not limited to; architecture, engineering, implementation, integration, maintenance and improvement of systems to meet specific requirements for building software/hardware components and supporting technical infrastructure. Additional responsibilities may include technical planning, technical design, development and integration, verification and validation.

What You\'ll Get to Do:

  • Manage the day-to-day activities of the Cyber Identity and Access Management engineering team.
  • Participate in engineering activities to identify solutions to meet customer requirements.
  • Collaborate with multiple engineering teams to design and architect a cyber solution that provides a reliable and secure system.
  • Respond to task order requests (Statements of Work) to provide technical solution and estimated work (Basis of Estimate) for the Cyber Identity and Access Management engineering team.
  • Develop and implement technical plans to apply patches, hot fixes, and other critical updates as needed in the engineering lab environment.
  • Team level budgeting, planning and roadmaps.
  • Responsible for the professional development of the engineering staff to ensure that they have the relevant skills and qualifications.
  • Contributing to the Cyber Security Strategy and ensuring that their team is aligned to the strategy.
  • Lead a small to medium size teams of highly skilled engineers to the desired customer outcome and within the required budgetary constraints.
  • Provides measurable input to new products, processes or standards in operational plans in order to implement organizational strategies.
  • Communicates with parties both internally and externally, to achieve the required project\\mission results.
  • Document technical engineering designs, approaches and strategies.
  • Develops and maintains vendor roadmaps for continual integration into the customers network.
  • Strives to improve efficiency and sustainability of processes and product designs, and to reduce waste.
  • Acts as the definitive escalation point for all technical and programmatic issues that may arise during the course of a customer driven project\\mission.
  • Provides primary input to hiring, firing, promotion, performance and rewards decisions for direct reports.
  • Advanced knowledge and skills within the Identity and Access Management area (Micorosft Active Directory, Forefront Identity Manager \\ Microsoft Identity Manager, ACAS, Domain Controllers, Axway Desktop Validator, PKI, DNS\\DHCP, LDAP, CRLs, ActiveClient).
You\'ll Bring These Qualifications:
  • Requires a BA/BS or equivalent experience and 5+ years or prior relevant experience or Masters with 3+ years of prior relevant experience.
  • Must be a U.S. Citizen and possess an active Secret clearance to start the program.
  • Hold or obtain applicable certification to meet DoD 8570 requirements for IAT-2.
  • Advanced knowledge in one or more of the following:
-Cryptography, encryption and related data protection concepts and technologies.
-Designing, configuring, and managing Active Directory, DHCP, and DNS.
-Configuring and managing Infoblox for DDI.
-Windows Server 2008 / 2012 / 2016 / 2019.
-SQL Server 2008 / 2012 / 2014 / 2016 / 2019.
-Representational State Transfer (REST API).
-C# / .NET Scripting.
-data modelling and both LDAP and relational data schema design and implementation.
  • Experience applying Configuration Management processes.
  • Ability to conduct detailed collaboration meetings with engineering teams on the different aspects of Identity and Access Management.
  • Knowledge of STIGs implementation.
  • Travel may be required.
  • Motivated self-starter with ability to lead and work in a matrix organization and communicate effectively with peers, subordinates and program leadership.
  • Strong analytical, communication and troubleshooting skills that enable proactive and effective collaboration with a virtual team, including the ability to clearly articulate status and present to both customers and program leadership.
These Qualifications Would be Nice to Have:
  • 2+ years of experience supervising or leading teams or projects.
  • Experience with Microsoft Intune, Microsoft Defender for Cloud, Microsoft Sentinel, Microsoft Defender for Identity.
  • Have experience from designing, implementing, and deploying Security Controls solutions in an enterprise environment, and driving process change and implementation activities.
  • Have managed end to end delivery of projects with hands on involvement in the development and configuration of products around Security Controls.
  • Are an experienced leader that understands team dynamics and personal development of staff.
  • Experience in working with DoD networks.
  • Agile Certifications.
  • Experience with managing engineering teams.
  • Leadership, teambuilding, and mentoring skills.
  • Proficiency using presentation software to explain complex information to non-technical management personnel and other stakeholders.
Pay Range: Pay Range $97,500.00 - $150,000.00 - $202,500.00

Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
