The City of Richmond Public Library system is seeking highly qualified, dynamic, creative, and organized candidate to fill the position of Library/Community Services Manager of the North Avenue Branch Library. The incumbents are responsible for leading, managing, and coordinating the activities of the of the North Avenue Branch Library working with library users of all ages in a diverse community, and have exemplary customer service skills. The selected candidate will join the dynamic team of individuals focused on providing excellent, prompt, and accurate services to both external and internal customers while achieving the following mission:
To oversee operations and public services for users and staff of the City Library and a wide variety of tasks providing direct services to the public and indirect technical services in support of library or related information programs and operations for the City of Richmond. The incumbents are responsible for supervising professional, paraprofessional, and support including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and separation procedures. Duties include but are not limited to
  • Designing, implementing, and managing location services and programs
  • Working with neighborhood organizations to deliver collaborative services
  • Representing the Richmond Public Library and making presentations in the community, coordinating public outreach activities, and serving on community advisory boards
  • Leading, training, and supervising staff
  • Managing materials and organizing location collections
  • Responding to customer questions and requests
  • Using emerging technologies effectively for Library programs
  • Developing goals, objectives, performance work plans, and budget for assigned locations activities
  • Developing outcome measures in coordination with the Library Strategic Plan
  • Supervising, planning, organizing, directing, and evaluating all activities for the assigned library, such as partnerships with neighborhood agencies or schools, homework help programs, children\'s or young adult outreach services to other community-based programs
  • Training, supervising, and evaluating staff members for the assigned Library or library program
  • Promoting the Library in the community and with local schools
  • Promoting public awareness through public speaking engagements, educational outreach efforts, and by serving on community advisory boards and committees
  • Implementing policies and procedures for the organization
  • Resolving problems involving staff, other branches/departments, and library patrons
  • Coordinating with intra-agency contacts and neighborhood organizations to strengthen participation in the delivery of library services, outreach, and educational activities
  • Participating in collection development and management for assigned library or division, working with the Collection Development Manager for the library system
  • Planning and scheduling programs and special activities for children, young adults, adults, and/or other customer groups
  • Performing routine, difficult, and complex reference interviews and information searches for library patrons. Advises children, young adults, and adults on books and non-print selections
  • Participating in team decision-making, staff development, and training when offered
  • Performing special projects as directed by management
This position is considered an Essential Personnel, which means that the incumbent is required to work when the City is closed due to public emergencies, critical or hazardous conditions or inclement weather.
Qualifications, Special Certifications and Licenses
KNOWLEDGE, SKILLS, AND ABILITIES:
The incumbents will have considerable knowledge of area of focus to include automated library systems, library best practices, awareness of community needs and challenges, electronic databases and related software such as various automated library software and systems, emerging technologies in libraries, reference/reader advisory tools and procedures, and social media, computers, and the internet. The incumbents will be skilled in taking care of assigned library buildings including reporting any issues or emergencies to supervisors, building maintenance, or outside vendor as needed, supervising and managing staff, including recruiting, hiring, engaging, and training, developing, organizing, delivering, and evaluating library programs, developing and maintaining partnerships with organizations, businesses, schools, community, and individuals to address needs of the community, ensuring library has enough volunteers to function in an efficient and effective manner, and making decisions in regards to objectives. The incumbents will possess excellent customer service skills, excellent oral and written communication skills, be proactive, have good organization and time management abilities, along with a desire to meet community needs and challenges.

MINIMUM TRAINING AND EXPERIENCE:
  • Master\'s degree in library science or information services from an ALA accredited library school
  • Five (5) years of public library experience
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
LICENSING, CERTIFICATIONS, and OTHER SPECIAL REQUIREMENTS:
  • Must be eligible and able to obtain Librarian\'s Professional Certification through the Commonwealth of Virginia within one year of hire.
