Position Description:

GI Federal\'s Housing Sector team that partners with public housing authorities (PHAs) and the U.S. Department of Housing and Urban Development (HUD) to assist in the provision of affordable housing has an opening for a Landlord Liaison. This is an opportunity to join an energetic team with a collaborative management group and work with affordable housing providers. New team members receive in-depth training to prepare them for their role. Additional training and professional development opportunities are also available, for both the affordable housing industry, and general business skills.

Your future duties and responsibilities:

Outreach and marketing

  • Perform landlord outreach efforts including meeting with various interested parties to discuss the advantages of participating in HCV program, conducting landlord doorstep presentations, virtually or on-site at apartment complexes or realtor\'s offices, facilitating landlord informational briefings at CGI, and attending meetings where interested parties may be present.
  • Coordinate landlord outreach efforts with local partners to include apartment associations, Board of Realtors, tenant councils and other community partners with an emphasis on recruiting additional property owners willing to lease their properties to participants of the HCV program.
  • Responsible for the design, implementation, maintenance, and tracking of the Landlord Incentive Program and will also coordinate with other CGI personnel to issue incentive payments and resolve any HAP payment issues.
  • Coordinate and conduct informational and educational seminars for property owners/property investors/managers and voucher tenants; and invite property owners/investors and managers to initial orientations and move orientations.
Program improvements
  • Ensure compliance with the Housing Choice Voucher Program to include outreach efforts which will encourage participation of owners with units in high opportunity areas.
  • Provide data to the Administrator regarding successful marketing and leasing activities in opportunity areas.
  • Create partnerships with local government, landlord groups and realtor association chapters in targeted areas. Conduct large-scale outreach efforts targeting homeowners/housing providers, by way of attending virtual events and eventually in-person events, giving presentations, providing materials and contact information and answering questions landlords may have about the program.
  • Identify opportunities for expanding the number of units available to voucher participants by utilizing a refined recruitment strategy, leasing statistics, market data and other sources of information.
  • Develop and maintain a network of professional contacts in the property management and real estate industry.
  • Maintain an in-depth knowledge of Housing Choice Voucher program and Special Population program rules and procedures.
Customer contact and service
  • Serve as a point of contact for property managers/owners concerns and program inquiries.
  • Coordinate with the Inspections department to facilitate and expedite HQS inspections requests and may conduct pre-inspections and/or initial inspections, if needed.
Data maintenance
  • Maintain available unit lists and coordinate with Housing Specialists to ensure housing opportunities are offered to HCV participants.
  • Develop recommendations to modify and update policies and procedures that improve customer service in support of the HCV program.
  • Maintain/update database to ensure accurate reporting of information related to HCV program milestones and progress.
Required qualifications to be successful in this role:
  • Associate\'s Degree (Bachelor\'s degree preferred) from an accredited college or university in Business or Public Administration, Social Sciences or related field.
  • One year of customer service experience in the Affordable Housing Industry / Housing Choice Voucher Program.
  • Must obtain Certified HCVP Specialist within one year of employment.
  • Knowledge of HUD and Housing Authority policies, procedures, and practices pertaining to the Housing Choice Voucher program, regulations and procedures.
  • Knowledge of the Columbus, Ohio rental market and general knowledge of real estate practices are a plus.
  • Able to analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • Must be able to evaluate information and situations in order to make sound independent decisions.
  • Must possess problem solving abilities with skills to identify critical issues and develop and execute plans to resolve disputes.
  • Organization and records management skills.
  • Demonstrated ability to use time-management skills to achieve success with schedules, workloads and deadlines.
  • Ability to utilize organizational skills to manage all aspects of a client\'s case, including tracking activities, updating records and monitoring outcomes. Must manage files and documents, follow recordkeeping requirements and maintain confidentiality.
  • Strong interpersonal, written and verbal communication skills and the ability to forge positive relationships with clients, co-workers and colleagues.
  • Must demonstrate excellent listening skills, presentation and public speaking skills and the ability to share information effectively to diverse groups.
  • Must possess strong writing skills to compose documents, reports and correspondence.
  • Must have strong computer skills and be able to enter data in multiple electronic information systems.

Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $44,000 - $72,000.
