About the Position
About the Position

The Human Resources (HR) Support Supervisor oversees leave and disability management services and staff. Working in a complex, policy driven environment, this role advises and consults with managers, supervisors, and employees on the full spectrum of leave and disability related human resources functions. The Supervisor promotes an aggressive return-to-work and modified duty program while conforming to the physical requirements of personnel working in law enforcement and detention environments and complying with Federal and State laws and regulations, Merit System Rules, and MCSO policies.

Education

  • Bachelor\'s degree with major course work in Human Resources Management, Public Administration, Business Administration, Social Sciences, or other related field.


Experience
  • Two (2) years of professional human resources experience which included leave management and workplace accommodations.


OR

Combined education and experience qualifications
  • Related experience may be considered in substitution for the minimum education qualifications on a year for year basis.


Other requirements
  • Must possess a valid Arizona driver\xe2\x80\x99s license or have the ability to obtain by the time of hire.
  • Training that may be provided on-the-job: FEMA NIMS \xe2\x80\x93 IS100 and 700; Safety; Payroll; PREA.
  • Prior to hiring, the Sheriff\'s Office requires that all candidates pass a background review.


Our Preferred Candidate has
  • Prior human resources lead or supervisory experience.
  • Experience in addressing a variety of employee leave matters for an employer with 3,000+ employees.
  • Experience in workplace modifications and/or accommodations, particularly in a law enforcement environment.
  • Experience leading and developing HR professionals as critical thinking is applied to a variety of business-partner relationships throughout the organization.
  • HRCI Certified Professional (e.g., PHR/SPHR), SHRM Certified Professional (e.g., SHRM-CP/SHRM-SCP), or IPMA Certified Professional (e.g., IPMA-HR).


Essential Job Tasks
(This is not an all-inclusive list of all job duties that may be required; employees will be required to perform other related duties as assigned.)
  • Leads HR professional and administrative staff as they accomplish Division activities and assess and manage leave, temporary modified duty, and disability accommodation cases for MCSO employees.
  • Recruits, trains, and manages performance of HR professional and administrative staff.
  • Determines work priorities and ensures the delivery of services with a focus on communication, consistency, customer service, and legal compliance.
  • Oversees, coordinates, and assists in resolving a wide variety of human resources issues, (e.g., interpretation of human resource policies, procedures and practices related to leave management, workplace modifications and/or accommodations, military service).
  • Performs analysis and resolution of workplace concerns in a complex, policy driven environment; advises chain of command on the full spectrum of employee leave, workplace modification, and accommodation services.
  • Analyzes, implements, and monitors case management; assigns and prioritizes caseload, presents findings and recommendations on complex cases for determination.
  • Evaluates operations, provides recommendations for improvement and/or assists with the implementation of new work processes.
  • Ensures leave management files are maintained in compliance with Federal, State and County privacy laws and regulations.
  • Serves as a consultant to management staff; interprets, explains, applies, and advises on the consistent application of and compliance with state and federal laws, and MCSO and County policies and procedures.
  • Analyzes aggregate case data, prepares reports, and responds to informational inquiries related to Section services.
  • Serves as system administrator of leave case management system, reviews system releases for impact, works with vendor to resolve issues and/or revise workflow, and ensures all system documents are accurate and current.
  • Collaborates with Retention and Performance Section Supervisor to accomplish complex employee leave and disability management activities (eg., facilitation of ADA interactive processes, evaluation of job reassignment opportunities).
  • Assists with other compliance and/or HR related projects or activities as requested.
  • Creates guidelines, conducts best practice research, develops training curricula, and presents training on leave management topics.

Knowledge of
  • Principles and practices of human resources management, administration, and personnel relations.
  • Relevant Federal, State, and local employment laws, codes, and regulations.

  • The structure and content of writing mechanics including the meaning and spelling of words, rules of composition, and grammar.
  • Methods and procedures associated with leave management, workplace modifications, temporary modified duty, and disability accommodations.
