JOB SUMMARY The Housing and Grants Manager, under the general supervision of the Community Development Director, will perform high-level professional work related to grant seeking, grant administration, and coordinating grant management activities related to City-managed housing programs and community development related grant programs. The Manager performs analytical work of a highly responsible nature requiring program or contract development and analysis including presenting to City Council as needed; participates in the design and implementation of possible solutions to problems or opportunities; may advise about related policy development and/or code revisions; oversees special studies; conducts contract, program and project management; ensures intergovernmental coordination when required; and provides assistance to other personnel as needed.
ESSENTIAL FUNCTIONS
General Grant Administration
  • Research and identify grant funding opportunities and grant funding needs specific to housing, homeless, and other community development related programs; research and develop grant-funding sources from federal, state, private, and other sources.
  • Develop and catalog external resources in the areas of training, grant funding sources, and other grant related resources; perform lead role in determining grant eligibility.
  • Facilitate interdepartmental coordination and communication on multi-departmental grant projects to ensure that grants are processed and administered in a timely manner and according to grant requirements; provide technical expertise in determining grant compliance requirements.

Homeless Housing Program Oversight and Grant Coordination
  • Provide oversight of day-to-day activities associated with state and federal funded grants, homeless housing revenues, and any other funding for homeless housing and community development programs. Monitor grants and ensure compliance with state and federal regulations.
  • Daily management and oversight of the Homeless Housing Program, including property management and coordination and monitoring of the activities of the contracted operator for the Sleep Center, associated vendors, suppliers, and other contractors for the program.
  • Prepare administrative portion of grant proposals, and write the technical components of proposals, including budget justifications, facilities descriptions, bio-sketches, etc.; Ensure quality control of applications prior to submittal.
  • Supervise the preparation and reporting of the Homeless Services budget and actuals, goal development, and progress reporting. Develop budget for grant awards and program income and assist in the preparation of the City budget. Monitor spending for timeliness and compliance with administrative and services limitations. Create quarterly and annual fiscal reports and report on Homeless Services budget to the public, management, Mayor, and Council as requested.
  • Prepare grant proposals outlining plans, strategies, goals, and objectives. Research grant implementation strategies and stay current with homeless and housing program opportunities, changes and trends. Track, organize, analyze, and document grants and fund allocation.
  • Perform contract management and monitor grant-funded projects and agencies. Ensure compliance with federal and state requirements for state and subrecipient grants for services. Research and organize data, costs, and information needed to prepare specifications for obtaining contracts for professional services.
  • Oversee development and modifications to policies and procedures documenting compliance of Homeless Housing Program with state and federal requirements.
  • Promote effective and efficient programs addressing homeless and housing issues with a goal of providing Grant County the best services possible by working towards the objectives in the Grant County Plan to End Homelessness.
  • Assist in developing new housing programs through work with local leaders, Grant County Board of County Commissioners, community service providers, the Ad Hoc City Council Homeless Committee, and other agencies, groups and individuals addressing community housing needs. Work with local non-profits and citizen groups in developing uses for grant funds.
  • Develop and execute community participation strategies. Facilitate public involvement. Seek opportunities to leverage funding and broaden community and agency participation in addressing community issues. Work with service providers in developing programs and supports advisory bodies.

MFTE/Housing Action Plan
  • Serve as program or project manager responsible for oversight of and compliance with the property tax exemption requirements developed under the Multi-Family Tax Exemption (MFTE) incentive program; track progress of all City-approved MFTE Agreements and maintain up-to-date state documentation as required.
  • Prepare contracts for City Manager and City Council approval, coordination and filing with Grant County Assessor and City Clerk; ensure timeliness of response per City code, and completion of all City, County, and State mandated procedures and reporting requirements.
  • Track, monitor, measure performance, and report on production and preservation of affordable housing units in the city. Analyze resources allocated to related efforts, update project progress and report results as needed.
  • Serve as steward of the City\'s Housing Programs; coordinate with community development staff, advisory boards, etc, in the creation, implementation, and monitoring of strategies that further the City\xe2\x80\x99s goals and commitments related to affordable housing production and retention.
  • Investigate potentials to expand the availability of affordable housing units including conducting research, performance analysis, and participating in the development or revision of related goals, objectives, policies, procedures, code revisions, and program work plans.
  • Provide support to City staff responsible for updating the Housing Action Plan, as well as Housing Element of the Comprehensive Plan.
  • Lead implementation of specific strategies identified in the Housing Action Plan that are prioritized by the City Council.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION
  • Knowledge and experience with accounting principles and procedures; Proficiency in accounting programs including Microsoft Excel.
  • Experience writing or managing budgets with municipal, state, and federal funds.
  • Experience in developing Requests for Proposals, evaluating proposals, and awarding contracts accordingly.
  • Experience providing technical assistance to strengthen compliance with contract terms or service delivery, including monitoring and regulatory support.
  • Ability to develop relationships with various community groups and lead community outreach efforts.
  • Experience staffing or facilitating small and/or large group community meetings. Communicate effectively both verbally and in writing, including meeting facilitation and presentations to small and large groups.
  • Ability to plan, organize, prioritize, implement, and manage a wide variety of tasks with competing priorities to meet deadlines while maintaining a high degree of attention to detail.
  • Experience in providing excellent customer service.
  • Proficiency in Microsoft Word, Excel, Teams, and Outlook; Zoom meeting platform.
  • Ability to read and interpret legislation and provide advocacy. Participate in the development or revision of policy guidelines and/or decisions; evaluate policies through an equity lens.
  • Strong technical writing and editing skills. Gather, assemble, and perform analytical work of a highly responsible nature and prepare various reports.
  • Ability to maintain an accurate and up-to-date knowledge of current trends in the community development field and a general understanding of land use policy and how it relates to development of affordable housing.
  • Experience interacting with department staff and leadership in project management context.
  • Experience working in the human services/housing fields.
  • Experience working with homelessness services including homeless housing programs and emergency shelters.
  • Understanding of the real estate and property development processes.
  • Demonstrated commitment to excellence.

SUPERVISORY CONTROLS
This position performs work under general supervision and direction of the Community Development Director.
GUIDELINES
Guidelines include federal, state, Grantor, City, and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY/SCOPE OF WORK
  • The work consists of varied routine and highly technical clerical, administrative, budgetary, management and planning duties. Changing priorities and working with multiple stakeholders contributes to the complexity of the position.
  • The purpose of this position is to manage and direct all aspects of proposal development and administration of City-managed housing and community development related grant programs and contracts and coordinate with other City staff to implement community-based planning and economic development projects. Successful performance contributes to positive City growth and positive community relations.

CONTACTS
Position maintains a very high profile in the community with media exposure and frequent contact with the public, other agencies, and other elected and appointed officials within the City. Regular, extensive interaction will occur with citizen advisory groups and City staff. Ability to establish and maintain effective working relationships is required. Requires the skills and ability to keep multiple tasks on target in a positive and organized way.
PHYSICAL DEMANDS/WORK ENVIRONMENT
  • Most duties are typically performed in an office setting while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee occasionally lifts light and heavy objects.
  • Some fieldwork will be required throughout project development. Use of City vehicle is required.
  • Primary job conditions include working in a climate-controlled environment and will require extended periods of sitting, typing, telephone use, and evaluation of quantitative data.
  • Must be able to work with a minimum of supervision.
  • May be required to attend various outside training programs.
  • Position requires working some weekends and frequent evening meetings.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY
Not a supervisory position. Will coordinate multiple functions and work extensively with employees throughout the City to deliver services and information to the public.
MINIMUM QUALIFICATIONS
  • Bachelor\xe2\x80\x99s degree in urban, regional, or City planning, business or public administration, a human services field, or any other closely related field is preferred (or a combination of education and/or training and/or experience which provides an equivalent background required to perform the duties and responsibilities of the position).
  • A minimum of two years professional experience in finance or public administration, including experience in grant writing; grant administration, management, and coordination; contract administration; budget management; planning; and human services administration.
  • Prefer experience in municipal government sector, but not required.
