Nature of Work

Under general supervision with greater independence, performs specialized technical work in conceptualizing, analyzing, developing and testing application functionality of automated business systems. Applies analytical processes to the planning, design and implementation of new and improved information systems to meet the business requirements for program areas of an agency. Performs in a liaison role between business users and the software development team through gathering and translating business requirements into overall functional, software requirements and technical specifications for computer programmers or web developers. Consults with information technology staff on the development of new and enhanced automated systems applications. Collaborates with stakeholder community in defining business problems and developing solutions. Provides consultation and functional assistance to statewide staff and stakeholders. Prepares functional guides and prescriptive narratives to explain functionality to stakeholders. Performs in a help desk role providing technical assistance to stakeholders to resolve system problems. Conducts and document impact analyses on a limited basis on more complex system requirements. Performs related work as required.

Minimum Qualifications

Training: Bachelor\'s Degree from a regionally accredited four-year college or university.

Substitution: Additional experience as described below may be substituted for the required training on a year-for-year basis.
Experience: Four years full-time, equivalent part-time paid or volunteer experience in a technical or program area that is related to the area of employment.

Substitution: Post-graduate education in a field related to the technical or program area may be substituted for the required experience on the basis of fifteen semester hours for one year of experience.
