Nature of Work

Under the general direction of the Program Manager, this is a professional position requiring minimal supervision to license child care centers, subject to regulation and according to WV Code 49-2-121. Centers include program for infants, toddlers, preschool, Head Start, Early Head Start, School Age, Out-of0SchoolTime and Summer programs operating for more than 30 days per year per child. Must be able to: 1) Enforce state and federal regulations; 2) Provide regular monitoring of centers to ensure the programs are safe, reliable and geared to the ages and needs of the children they serve; 3) Meet established health and safety standards and ensure employed child care center staff having the training and experience and provide technical assistance; 6) Effectively document and communicate all aspects of the work including the documentation of work into the Family and Child Tracking System (FACTS); 7) Be safe able to interpret federal and state regulation and provide the rationale for the regulation; 8) Review current research impacting the care of children and the operation of child care programs and apply the knowledge in work performance; 9) Effectively communicate with other professionals in work groups and help guide professional development; 10) Collaborate with advocacy groups or community groups; 11) Act in an advisory capacity in rule formulation; 12) Effectively prepare cases for negative action; 13) Advise and participate with program staff in the Division of Early Care and Education in coordinating services to a statewide early care and education system. Quality Rating and improvement system and the Statewide After School Network; 14) Must be able to travel, may include some overnight travel.

Minimum Qualifications

Training: Bachelor\'s Degree from a regionally accredited four-year college or university.

Substitution: Additional experience as described below may be substituted for the required training on a year-for-year basis.
Experience: Four years full-time, equivalent part-time paid or volunteer experience in a technical or program area that is related to the area of employment.

Substitution: Post-graduate education in a field related to the technical or program area may be substituted for the required experience on the basis of fifteen semester hours for one year of experience.
