We currently have an opening for a GIS Product and Services Manager.

This vacancy is open to current NC DIT employees only or previous NC DIT employees with unexpired RIF priority re-employment rights.
The purpose of the GIS Product and Services Manager is to manage the teams that deliver the internal and external products and services the GIS Unit provides. This position also serves the key role for the unit in facilitating coordination between business customers, the Product and Services Team and when required with our Application Services Team. While the Application Services Team provides the technology that this team and our customers use, the Product and Services Team provides the tailored customer service, training, data production and direct application of GIS knowledge that yields solutions to complex problems that take forms ranging from data analysis products to complex reports delivered in hardcopy or digital visualizations, maps, or physical datasets. This position will provide management and guidance across all the teams that perform these activities.

Duties include, but are not limited, to:

  • Direct collaboration with business and application services teams for the purpose of delivering high quality geospatial products and services
  • Responsible for hiring and training of staff members. Include frequent performance evaluations, mentoring, training, and disciplinary action
  • Provide direction and leadership for GIS products and services staff to build strong teams and to coach, motivate and lead team members to optimum performance levels and career development
  • Work with the Application Services Team to plan and execute deliverables, ensuring that the teams have appropriate requirements, technical and design specifications, and resources to deliver solutions effectively with realistic estimates to meet business goals
  • Develop strategic plans for vetting new project and application change requests which includes gathering development estimates, target dates, priorities, and client requests to produce a cohesive multi-project development plan
  • Provide financial estimates and schedules for legislative inquiries. All Legislative Bills that are submitted to the team must be reviewed, analyzed, tracked, and replied to within the allotted time
  • Provide financial estimates and schedules for legislative inquiries.
  • Report on achievements, timelines, and other metrics to upper Management

The Geographic Information Systems (GIS) Unit provides GIS services, direct all GIS based application systems development, reports, server/system architecture, and GIS system maintenance for the NCDOT infrastructure. The GIS Team employs management, architects, application developers, GIS analysts, and subject matter experts to meet the growing business and technological needs of NCDOT departments and external users. The GIS Team meets with NCDOT clients and gathers established strategic business requirements needed to create NCDOT GIS content, applications, and servers. These applications are used to improve internal NCDOT user and external user productivity and communication. The GIS Team continues to maintain these applications throughout the application\xe2\x80\x99s lifecycle. The GIS Team also creates and maintains the internal and external GIS systems and services enterprise wide. In addition, the GIS Team determines project timelines, resources, and costs for each application project, and provides leadership, vision, and direction for Internal NCDOT and external GIS systems.
Knowledge, Skills and Abilities / Competencies
Applicants must meet both the Education Requirements and ALL Knowledge, Skills, and Abilities (KSAs) listed below in order to qualify. Qualified applicants must submit an application that CLEARLY REFLECTS work experience that demonstrates the following:
  • Experience directing and managing product and service line teams that provide highly technical products for a variety of analysis and data processing functions
  • Demonstrated experience with technical understanding of the business, research, engineering, scientific, mathematical, and/or statistical process mandated by the particular applications deployed in the unit
  • Experience with GIS principles, theories, and practices

The following Management Preferences are not required, but applicants that possess these skills are preferred:
  • Understanding of the Software Development Lifecycle
  • Understanding of ArcGIS Pro Software
  • Understanding of the ArcGIS Online suite products and components

Minimum Education and Experience Requirements

Bachelor\'s degree in computer science or an IT related field or other related technical degree from an appropriately accredited institution and five years progressive experience including at least two years of experience in programming and applications analysis or related work
OR
Associate degree in computer science or an IT related field or other related technical degree from an appropriately accredited institution and six years progressive experience including at least two years of experience in programming and applications analysis or related work; or an equivalent combination of education and experience
