Description

Under general direction, performs highly strategic responsibilities in planning, and directing Halifax Community College\'s Campus Police Department. Fosters the core values of Community Policing by maximizing citizen involvement, promoting a total service orientation among employees, and encouraging a proactive, problem-solving approach to police services.

Examples of Duties

  • Manage the Halifax Community College Campus Police Department; make recommendations and take actions which will enhance the campus police program.
  • Recruit, train, promote, and discipline employees in accordance with Halifax Community College policies and procedures, Halifax Community College Campus Police General Orders & Standard Operating Procedures, and the North Carolina Criminal Justice Education Training and Standards Commission.
  • Formulate policies and procedures governing the operations of the department, and oversee compliance with same; reviews activities, investigative, and opera
  • Plan and budget for the procurement of uniforms, equipment, supplies, and wages for the department and personnel to maintain effective police operations.
  • Make personnel assignments within the department; ensure personnel compliance with North Carolina Criminal Justice Training and Standards Commission mandatory In-service training requirements and maintain training records for all department personnel.
  • Compile and maintain personnel records on all campus police officers, in accordance with North Carolina Criminal Justice Training and Standards Commission.
  • Develop, implement, and update the College Emergency Response Plan, and Halifax Community College Campus Police Department Standard Operating Procedures.
  • Develop and conduct students\' safety orientations, highlighting campus parking rules, campus emergency procedures, timely warnings and emergency notifications, campus crime report data, lost and found location, and additional services offered by the Campus Police Department.
  • Develop and conduct employees\' safety orientations, highlighting personal safety tips, timely warning and emergency notifications, campus parking rules and regulations, campus crime report data, and campus emergencies procedures.
  • Responsible for campus key control. Maintains inventory and control of all master and change keys for the campus. Duplicate and issue keys upon request, in accordance with campus key control procedures.
  • Responsible for the inventory/maintenance of all two-way radio equipment for the campus as well as meeting the FCC license requirements.
  • Oversee the maintenance of emergency call boxes, security cameras, and the public address notification systems on campus.
  • Monitor, compile, and maintain crime statistics in accordance with the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act.
  • Supervise the security of the Cashier\'s Office daily; oversee daily bank deposits of the Cashier office, and mail pickup as needed.
  • Supervise and direct investigations on vehicle accidents, missing property, theft, vandalism, breaking and entering, larceny, and other major crimes; ensure preparation of necessary reports, and coordinate with local authorities as matters dictate.
  • Direct, and assist in the security patrol of the campus, implement safety and security measures to provide protection for all individuals, and the safekeeping of facilities, equipment, and other assets.
  • Supervise and assist in medical emergencies, fire evacuation, severe weather, campus lock downs, bomb threats, and exercise drills.
  • Ensure monitoring of all campus facilities for trespassing of individuals on campus during and after business hours.
  • Perform regular physical inspections of grounds, buildings, equipment, and operations; identify hazards and incidents of regulatory non-compliance and recommend corrective actions.
  • On call twenty-four hours per day, seven days a week.
Additional Responsibilities
  • Supervise the surveillance of suspected illegal and/or unauthorized activities.
  • Supervise and direct the security of on and off campus student and community held activities.
  • Write traffic citations, direct traffic, unlock and jump start disabled vehicles; unlock facilities as necessary.
  • Attend classes and workshops on safety and security; conduct on the job training for police personnel.
  • Perform other related duties incidental to the work described herein.
Minimum/Required Qualifications

MINIMUM TRAINING & EXPERIENCE
  • Must be a certified North Carolina Law Enforcement Officer and have a minimum of an Associate\'s Degree in Criminal Justice or a related field and 5-10 years\' experience in providing college campus, civil, or institutional security, or an equivalent combination of education and experience.
  • Previous supervisory experience in providing college level security or other law enforcement type work highly desirable.
  • Must possess excellent interpersonal, verbal, and writing skills and possess mature judgment.
  • Must have a valid North Carolina drivers\' license with no previous convictions other than minor traffic violations.
  • Current North Carolina Certified Law Enforcement Officer through North Carolina Criminal Justice Training and Standards Division, or the North Carolina Sheriff\'s Training and Standards Division.
