Job Summary: IN THIS ROLE YOU WILL
The Chief of University Police is responsible for direction and management of all administrative and operational functions of the department. The Chief of Police is responsible for police and security functions at the university\'s satellite locations overseeing all aspects of public safety to the faculty, staff, students, and visitor\'s to all NEIU locations. In addition, the Chief oversees the Parking Office and all parking, vehicle transportation, and vending services.

RESPONSIBILITIES

  • Establishment of performance standards and the supervision and training of department personnel.
  • Development and administration of the department\'s annual budget, including, long range budgetary and strategic planning to effectively meet the needs of the department and the University.
  • Establishes programs to ensure the effective enforcement of all federal, state and local laws, overseeing coordination (liaison) of interagency efforts as they relate to the University, and acts as an advisor to the campus on law enforcement, security, emergency preparedness/management, and crime prevention issues.
  • The Chief works collaboratively with the many constituencies within the University to accomplish mutual goals. The Chief also serves on and chairs committees on campus, in the community, and at statewide and national levels. These duties include overall responsibility for the University\'s Safety and Security Report and compliance with the Jeanne Clery Act, Title IX, Illinois Campus Security Enhancement Act, and all other Federal, State, and Local Regulations regarding campus safety, security, and emergency preparedness.
  • Enforce University and department rules, regulations, policies and procedures, initiating appropriate remedial and/or disciplinary action when necessary, including internal investigations; prepare annual performance evaluations for the lieutenants and review annual performance evaluations prepared by the sergeants for their subordinates. Supervise accreditation efforts and compliance.
  • Assist in development, revision, implementation and enforcement of departmental operating policies and procedures; conduct periodic unscheduled inspections of work areas to assure compliance with the policies and procedures. Maintain overall supervision for the Key Control Program.
  • Work with the parking staff to oversee the development, dissemination and administration of all parking procedures and regulations. Oversee any parking related operational controls, reports, and record keeping. The Chief will serve as the final authority for all parking, vehicle services, and vending matters that impact NEIU. Parking should maintain efficient and effective operations under the direction of the Chief and through its support staff.

SALARY
$110,000 - $120,000

BENEFITS
Comprehensive benefits package including health, dental, and vision benefits, sick and vacation days, and participation in the State Universities Retirement System. This is a full-time, continuing position.

HOURS
Monday \xe2\x80\x93 Friday, 8:30 a.m. - 4:30 p.m. (able to work on occasional evenings or weekends as needed.)

Copies of unofficial transcripts are accepted; however, official transcripts for all earned degrees will be required of candidates selected for final interviews.

Minimal Qualifications:
A bachelor\'s degree in Police Science, Law Enforcement, or related field, granted by an accredited institution, is required. A Master\xe2\x80\x99s degree and advanced law enforcement executive training (e.g. FBI National Academy, Northwestern Staff and Command) is preferred. At least 10 years of law enforcement management experience, with increasing supervisory responsibilities at the command level, in a medium or large policing environment. Experience in building cooperative working relationships with a wide range of constituencies and experience in the development of new service or programmatic initiatives in conjunction with other areas outside of their immediate department; a working knowledge of National Incident Management System (IMS) and Incident Command System (ICS) protocols, and experience in developing emergency operation plans and Incident Action Plans are required. Requisite skills also include the ability to interact effectively with diverse populations in a positive and empowering manner; strong written, verbal, and group communication skills; organizational and management skills including budget management, strategic planning, evaluation and assessment, time management, marketing, statistical analysis; and problem solving. Past professional experience on a college or university campus, building strong relationships between police, the university community, and campus departments is preferred.
