APPLICATIONS AVAILABLE AT THE TOWN MANAGER\xe2\x80\x99S OFFICE OR WWW.NEWINGTONCT.GOV TITLE: Administrative Assistant to the Chief GRADE: A-5 DEPARTMENT: Police Department POSITION DESCRIPTION Under the general supervision of the Chief of Police or his/ her designee, performs a variety of routine and complex clerical, administrative and confidential tasks including but not limited to budgeting, payroll, leave records, staff assistance, grant coordination, project development, crime analysis, procurement coordination, accreditation and legal matters. ESSENTIAL JOB FUNCTIONS
  • Provides administrative and operational assistance to the Chief of Police and Departmental Command staff.
  • Coordinates formulation and implementation of operating and capital budgets.
  • Responsible for the maintenance of payroll and leave records in accordance with Personnel Rules and Collective Bargaining Agreements.
  • Coordinates clerical activities and personnel for efficient distribution of workload.
  • Coordinates procurement of Departmental materials, supplies and office equipment.
  • Monitors expenditures related to Police fleet.
  • Coordinates accreditation process including file management.
  • Coordinates legal issues concerning the Department and other matters as assigned.
  • Conducts analysis of crime through the Departmental computer systems.
  • Prepares and monitors work orders.
  • Plans and organizes work according to standard operating procedures and general orders of the Police Department.
  • Composes, types and edits a variety of correspondence, reports, memoranda, and other material requiring judgment as to content, accuracy and completeness.
  • Coordinates implementation of traffic markings including the installation of signs and street markings.
ADDITIONAL JOB FUNCTIONS
  • Assists in grant writing and reporting.
  • Performs related tasks as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
  • Ability to apply State and federal Laws, Town ordinances, Departmental policies, procedures, rules and regulations to determine necessary action.
  • Ability to digest, review and disseminate large quantities of information to the proper authorities.
  • Ability to perform basic mathematical computations.
  • Ability to give clear, concise written and oral instructions.
  • Ability to work and interact effectively with staff, superiors and the general public in person and via the telephone.
  • Ability to work effectively with Police Officers and members of the legal profession.
  • Ability to research, organize and present reports.
  • Ability to effectively administer assigned programs and activities.
  • Ability to understand and interpret Collective Bargaining Agreements and Personnel Rules including general knowledge of MERA and FLSA regulation compliance.
  • Ability to understand municipal operations and their budgetary impact.
  • Knowledge and ability to analyze problems and to develop and implement programs and activities to address problems.
  • Ability to utilize word processing, spreadsheet and databases as requested.
  • Ability to communicate effectively both orally and in writing.
REQUIRED PHYSICAL AND MENTAL EFFORT AND ENVIRONMENTAL CONDITIONS
  • Ability to sit at a desk, drive a motor vehicle and stand at assigned locations and work continuously for extended periods of time.
  • Ability to carry supplies and equipment, which may exceed 25 pounds.
  • Ability to reach with hands and arms.
  • Ability to use hands to finger, handle, or operate objects, controls or tools.
  • Specific vision abilities include close vision and the ability to adjust focus.
  • Ability to work in office setting subject to continuous interruptions and background noises.
  • Includes exposure to video display terminals on a daily basis.
  • Ability to work under stress from demanding deadlines and changing priorities and conditions.
  • Ability to file letters, correspondence, reports, etc. in file cabinet drawers ranging from 1\xe2\x80\x99 to 7\xe2\x80\x99 from the floor.
  • Ability to get into and out of an automobile.
  • Ability to attend and participate in night meetings.
  • Ability to talk and hear.
  • Ability to move throughout the Police Department, Town Hall and other Town buildings and sites.
REQUIRED EQUIPMENT OPERATION
  • Ability to operate motor vehicle.
  • Ability to capably operate office equipment as required including but not limited to calculators, adding machines, copy machines, telephones, typewriters, laptop computer, network computer and other general office equipment.
REQUIRED MINIMUM QUALIFICATIONS
  • Bachelor\xe2\x80\x99s Degree in Business Administration, Public Administration, Criminal Justice or some closely related field and two (2) years of experience in a municipal or law enforcement agency; or
  • A high school graduate or GED equivalent, including a minimum of five (5) years experience in municipal administration consisting of actual budget preparation and implementation and five (5) years experience in payroll preparation and grant administration.
LICENSE OR CERTIFICATE:
  • Must possess a valid driver\xe2\x80\x99s license.
