Brief Position Overview

MSU is using a planned, phased approach to implement a Shared Services model that provides core institutional services in the following areas: academic advising, communications, fiscal services, human resources, information technology, and data analysis. The person in this position will be one of approximately four Associate Directors in the Fiscal Shared Services unit. The four Associate Directors are expected to serve client departments in each of the following functional areas: academic, student services, administration, institutional enterprise, athletics, and research/outreach. Each Associate Director will be responsible for providing leadership, management, supervision, and guidance to two or more client service teams.

Position Details

General Statement

Reporting to the Director of Fiscal Shared Services, this position will be responsible for: supervising multiple teams of service providers developing and implementing plans, policies and procedures for Fiscal Shared Services with both a short-term and long term perspective to assure FSS\'s alignment with MSU strategic goals and its mission; and collaborating with the FSS Executive Leadership. This position will assess and take in new client departments, , and provide strategic short and long-term fiscal and business operations advice to the client departments. The Associate Director will ensure that client departments receive high-quality business operation and fiscal services.
Duties and Responsibilities

Management and Supervision of the Unit:

  • Supervise and manage capacity across teams, work with service team lead to ensure appropriate education and training is provided and the teams obtain resources necessary to effectively perform their work.
  • Develop staff talent, including identifying and addressing gaps in knowledge.
  • Develop and implement systems of operational control and associated metrics for all services provided to client departments, collaborating with other members of the FSS Leadership team to determine best practices.
  • Continuously re-assess protocols for documentation and measurement of FSS effectiveness and efficiency.
  • Assess effectiveness and efficiency of FSS, ensuring accurate and consistent service team output.
  • Achieve compliance with a wide variety of university, state and federal laws, contractual agreements, policies and procedures.
Service to Clients:
  • Assess, develop and document departmental business procedures/processes to ensure structural retention of institutional knowledge.
  • Determine the best way to organize client departments\' finances and the ongoing reporting/communication the service teams provide and/or provide guidance and approval to team leads who may make these recommendations independently.
  • Conduct strategy meetings and provide directors/department heads with the guidance and information necessary to allocate resources according to their goals.
Service to the Fiscal Services Unit:
  • Coordinate and collaborate with Associate Directors in developing and implementing new, consistent processes to optimize effectiveness and efficiency of the teams.
  • Collaborate with central offices to plan and roll out new university-wide processes and give input as to implementation, taking the project management role for those changes affecting client work when appropriate.
  • Evaluate new rules and regulations and provide recommendations to the Director, central office Directors, and/or client departments as appropriate regarding improvements to existing operations.
  • Other duties as assigned, including backing up the other Associate Directors, once hired.
Required Qualifications - Experience, Education, Knowledge & Skills * Must be a current Montana University System employee, initially hired through an approved, competitive MUS search.
  • Bachelor\'s degree in Business Administration, Accounting, Finance, or related field, plus five years of relevant work experience, or an equivalent combination of relevant education and experience.
  • Personnel management and supervision experience.
  • Experience performing accounting, finance, budget, and/or similar work.
  • Experience using computerized accounting systems, spreadsheets, database and word processing software.
Preferred Qualifications - Experience, Education, Knowledge & Skills * MBA or other relevant advanced degree.
  • Experience with process improvement and/or systems implementation.
  • Experience with a complex administrative information system (Banner or similar relational database).
