Accounting Services\' vision is to make it as easy as possible for customers to navigate and comply with rules and regulations to get agency business done while upholding financial integrity. Accounting Services ensures financial compliance with state and federal regulations and accurate financial reporting for the State\'s Annual Comprehensive Financial Report (ACFR). Accounting Services is an office within the Financial Services Division of the Department of Commerce.

This Fiscal Analyst 4 provides professional journey level financial review and analysis of fiscal data in accordance with generally accepted accounting principles, OFM regulations, contract and grant terms and conditions, federal regulations and agency fiscal policies and/or procedures. This position reports to the Grants & Loans Supervisor within the Accounting Services Office, Financial Services Division.

Duties

This Fiscal Analyst 4 manages all state and federal grants and loans fiscal activities for assigned Commerce programs. Here are some of the duties performed in this role.

Performs financial report analysis and monitoring of contracts, grants and loans issued to sub recipients.

  • Provides professional journey level financial review and analysis of fiscal data, specializing in federal and state grant management and loans for the agency.
  • Establishes, integrates, analyzes and maintains accounting sub systems (subsidiary records) and methods. Reconciles or reviews the reconciliation of contracts, grants and loans to AFRS General Ledger Accounts monthly. Maintains tracking systems and records, corrects discrepancies and resolves differences. Ensures that exceptions and un-balanced items are cleared on an on-going basis and appropriate regulations are followed.
  • Initiates and develops fiscal and federal management reports as required for effective accounting and management practice. These include both reports that are required for federal grantor agencies and required internally to manage state and federal appropriations.
  • Prepares and monitors federal and local expenditures and revenue. Assists in reviewing federal grant agreements, request for draws, advance payments, federal receivables and quarterly federal reports. Ensures that federal draws are done accurately and timely to support the general fund.
Provides fiscal technical assistance and consultation to program staff and stays current on state and federal financial and reporting requirements.
  • Maintains current knowledge and understanding of the Office of Management and Budget (OMB) Uniform Guidance on Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards.
  • Prepares fiscal year end closing adjustments and accrual journal vouchers for contract, grant and/or loan payables and revenue. Assists other staff in determining the type of correction needed on contracts, grants or loans. Assists staff with the reconciliation of federal and private/local expenditures with federal or private/local revenue and prepares adjusting entries to ensure these net to zero or provide valid footnotes as required by OFM.
  • Uses Contract Management System (CMS), AFRS, ER, WEBI and Excel to accurately record financial data on the ACFR financial statements.
  • Consults with program and divisional staff and provides fiscal technical assistance on contracts, grants and/or loans assigned.

Qualifications

Required Qualifications:
  • A combination of education and/or relevant experience, equal to seven (7) years of professional financial experience within a state, local or tribal government which includes experience with accounting policy, federal and state requirements, federal grants management, accounting and auditing standards, and internal control requirements
Education to Experience Equivalences:

Associate Degree = 2 years | Bachelor Degree = 4 years | Masters or Higher = 5 years
  • Eighteen (18) quarter or twelve (12) semester credits in accounting, finance, auditing or budgeting from an accredited institution
  • Intermediate skill level in Microsoft Excel and Word
  • One year professional experience working with federal awards
  • Knowledge of Office of Management and Budget (OMB) Uniform Guidance on Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards

Preferred/Desired Qualifications:
  • Knowledge of the Agency Financial Reporting System (AFRS), Financial Tool Box & Enterprise Reporting, Enterprise Reporting & Ad Hoc reporting tool
  • Knowledge of the Office of Financial Management rules and regulations and the State Administrative and Accounting Manual (SAAM)

Work From Anywhere In Washington State
This position may be located anywhere within Washington state though occasional travel to a Commerce office building or in-state travel to attend events or meetings may be required. If selected, you will need to travel to pick up equipment and receive instruction. Many Commerce employees work remote or have a hybrid schedule. However, it is anticipated that interviews for this position will be held using virtual videoconferencing. You will work with your supervisor to identify an appropriate work schedule and balance, including telework and reporting to a duty station for work activities, if needed.
