GENERAL DESCRIPTION:

The Wyoming Department of Transportation (WYDOT) is seeking a General Ledger Lead Accountant for the General Ledger Section of WYDOT\'s Financial Services Program in Cheyenne. This position will lead the General Ledger Section, ensure timely and accurate month-end processing/reconciliation, and prepare financial statements in accordance with state and federal government laws, rules, and regulations as well as Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board Statements (GASB).

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
  • Lead the General Ledger Section of the Financial Services program
  • Direct workflow and duties of WYDOT\'s General Ledger Section, including general ledger activities (analysis, reconciliation, transaction review and posting, month-end closing, and preparation of financial statements)
  • Prepare monthly financial statements
  • Develop and implement accounting systems, records, methods, and procedures to address changes in requirements or processes
  • Monitor expenditures to meet GAAP requirements and perform monthly/annual closing processes, including reconciliations and allocations
  • Ensure adequate internal controls, manual and automated system documentation, and workflow processes and procedures for multiple internal financial systems to provide timely and accurate information
  • Review and reconciliation of financial information of WYDOT\'s system of record with the State\'s accounting system. Record correcting transactions as needed
  • Perform legislatively directed distributions to cities, towns, counties, and state agencies
  • Monitor the cash needs for individual funds
  • Reconciliation of revenues/expenditures against projects and grants
  • Perform federal agency rate calculations for indirect costs, equipment, and payroll for project costing
  • External audit assistance in preparation, research, and analysis reports and worksheets
  • Assist other sections in Financial Services as well as other programs at WYDOT as needed to include evaluation, research, and problem resolution in regard to financial reporting and general ledger issues
  • Configure and maintain WYDOT-integrated computerized general ledger, billing, and accounts receivable system modules. Collaborate with IT to resolve issues as needed
Qualifications

PREFERENCES:

Preference may be given to candidates with an accounting degree, and/or a CPA.
Preference may be given to candidates with PeopleSoft and/or WOLFS (State Accounting System i.e. WOLFS )experience, including the infoAdvantage reporting system.
Preference may be given to candidates with audit and/or governmental financial statement preparation/reporting experience

KNOWLEDGE:
  • Knowledge of Generally Accepted Accounting Principles (GAAP)
  • Knowledge of Governmental Accounting Standards Board (GASB) Statements
  • Knowledge of Federal policies and regulations
  • Knowledge of WYDOT policies and procedures for AP/Expenditures and AR/Revenue
  • Knowledge of State of Wyoming Statutes
  • Knowledge of IRS guidelines
  • Knowledge of internal control guidelines and requirements
  • Knowledge and skill with large computerized accounting/ERP systems including the integration of various modules and the flow of transactions
  • Knowledge and skill in problem-solving including using mathematics and/or logic to solve and identify alternative solutions to problems
  • Knowledge and skill in written and oral communications
  • Knowledge and skill in decision making
  • Knowledge and skill in overall accounting aspects regarding how transactions post to the general ledger and the effect on financial statements
  • Knowledge of Excel at an intermediate level
MINIMUM QUALIFICATIONS:

Education:

Bachelor\'s Degree (typically in Finance)

Experience:

1-2 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Analyst

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Analyst
