GENERAL DESCRIPTION:

Come join one of the largest State agencies in Wyoming, the Wyoming Department of Transportation (WYDOT) to make a difference for the State of Wyoming and the traveling public! WYDOT is seeking an Accounts Receivable Accountant to join the Financial Services program in Cheyenne. This position is responsible for recording all of WYDOT\'s revenue and cash receipts in a timely manner and in accordance with state and federal laws, rules, regulations, and Generally Accepted Accounting Principles (GAAP). Cheyenne is also home to the "Daddy of \'em All" \xe2\x80\x93 Cheyenne Frontier Days \xe2\x80\x93 held the last week of July. Wyoming is one of only seven states with no state income tax.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
  • Record receipt of payment via checks, cash, ACH/wires, IETs, and credit card transactions into PeopleSoft following GAAP and WYDOT policies/procedures
  • Record RMs, and CR documents in the State\xe2\x80\x99s accounting system, WOLFS
  • Record deposit totals by transaction type in the State Treasurer\xe2\x80\x99s Deposit system
  • Accept customer payment over the phone on outstanding amounts due to WYDOT and record them as appropriate
  • Summarize and reconcile all agency deposits by the fund and GL revenue account for both WOLFS and PeopleSoft
  • Perform Revenue Maintenance duties as required in both PeopleSoft and WOLFS
  • Monitor NSFs received by the department with NSF Daily Bank Reports
  • Reconcile Returned Payments weekly with Financial Services General Ledger
  • Maintain subsidiary ledgers of various data needed for receivables and other programs within WYDOT and reconcile, when necessary, to the general ledger
  • Utilize the federal Delphi-FAA, Delphi-USDOT, Delphi-FARS, IPP, WAWF, GTS-NHTSA, and ECHO-FTA drawdown systems on the Internet to request reimbursement of Federal funds.
  • Assist in the development, documentation, and maintenance of all agency receivable accounting procedures to be used in both WYDOT\xe2\x80\x99s and the state\xe2\x80\x99s accounting systems
  • Research and respond to inquiries from agency programs related to revenue receipts
  • Collect payment for and distribute OWLS permits as notification is received from the OWLS program
  • Provide excellent customer service as the Financial Services\xe2\x80\x99 point of contact for all banking and scanner issues for over 60 field locations
  • Place orders with the State Treasurer\'s Office for additional banking supplies on behalf of field locations as requested
  • Review and monitor all Bankruptcy notices received by WYDOT for possible inclusion of outstanding WYDOT debts
  • Assist in providing required documentation to WYDOT\xe2\x80\x99s third-party collection agency as needed
  • Serve as the primary contact for foot traffic to Financial Services, providing service or direction to the public and state employees as needed


Qualifications


PREFERENCES:

Preference may be given to candidates with a Bachelor\'s degree in Accounting.
Preference may be given to candidates with PeopleSoft and/or WOLFS (Wyoming Online Financial System) experience.

KNOWLEDGE:


  • Knowledge of Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standard Board Statements (GASB), federal accounting regulations, state statutes, and WYDOT policies and procedures for revenues and cash receipts
  • Knowledge of PeopleSoft, WOLFS, Microsoft Office, and Google\xe2\x80\x99s G Suite
  • Ability to perform entry-level accounting and budget work for revenues and cash receipts
  • Excellent customer service skills
  • Ability to use logic and reasoning to identify problems, provide feedback and solutions, and follow through to a conclusion
  • Ability to identify and consider the relative costs and benefits of decisions and make sound choices in action
  • Ability to prepare clear, concise written sentences and paragraphs in process and procedure manuals and other work-related documents
  • Ability to effectively communicate both in writing and orally to present information so it is appropriate for and understood by the audience
  • Ability to manage time independently and effectively and to quickly change direction to meet critical deadlines


MINIMUM QUALIFICATIONS:

Education:

Bachelor\'s Degree (typically in Finance)
Experience:
0-1 year of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Technician
OR
Education & Experience Substitution:
3-4 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Technician
