GENERAL DESCRIPTION:

The Office of State Lands and Investments (OSLI), an agency committed to effectively managing natural resources and funds for current and future generations, seeks an Accountant in the Trust Land Management Division. This position provides fiscal support related to land management procedures and administration, including knowledge of applicable rules, regulations, and statutes related to the management of approximately 3.5 million acres of state trust land. This Accountant position processes all revenue received by the Surface Leasing Section of the Trust Land Management Division from the rental and other consideration payments. These rentals and payments are derived from the leasing, permitting, sale, and grant of easements of state trust lands and acquired institutional lands managed under the authority of the Board of Land Commissioners. This position ensures proper accounting procedures and fund distributions are followed when processing these payments through internal electronic systems. This position also assists program managers in identifying delinquent payments and sending rental and late notices.

Additionally, this position serves the Agency by receiving members of the public as they walk into the office, serving as the first point of contact for the main phone line to either assist or appropriately direct the public. This position will have a required schedule of Monday to Friday, 8 a.m. to 5 p.m.

This position is located in Cheyenne, Wyoming. Cheyenne is a full-service community, home to over 60,000 residents. Cheyenne is near four-season outdoor recreation areas, including the Snowy Range, and the Medicine Bow National Forest, and home to world-class rock climbing at Vedauwoo. In addition, the location provides convenient access to the Colorado Front Range communities, including Fort Collins, Denver, and Denver International Airport. Wyoming is one of only seven states with no state income tax.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Ensures internal controls are adhered to when processing revenue through the Surface Leasing Section by reviewing all cash receipts.
  • Manages checks for documentation purposes and assigns the receipts to the program managers responsible for each individual program.
  • Ensures timely and accurate distribution of monies to the appropriate funds for all annual rentals of grazing and agricultural leases, special use leases, temporary use permits, wind leases, easements, and administrative fees.
  • Responsible for the first and second billing notices for leases and easements administered by the Office of State Lands and Investments.
  • Processes funds in accordance with applicable statutory requirements as well as all rules and regulations governing the individual programs.
  • Greets members of the public that come into the office and serve as the first contact for the main phone line to either assist or appropriately direct inquiries.
  • Other tasks as assigned.


Qualifications


PREFERENCES:

Preference may be given to candidates with experience in accounting/finance and/or land management.

KNOWLEDGE:

  • Knowledge of statutory requirements and rules and regulations governing trust lands
  • Knowledge of basic accounting principles
  • Knowledge of purchasing procedures
  • Knowledge of internal control processes
  • Skills using Microsoft Office Suite, specifically Word, Excel, and Access
  • Skills working with computer databases programs including Salesforce and Google
  • Skills in effective oral and written communication and customer service
  • Skills in organization and time management


MINIMUM QUALIFICATIONS:


Education:
Bachelor\'s Degree (typically in Finance)
Experience:
0-1 year of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Technician
OR
Education & Experience Substitution:
3-4 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Technician
