The Oregon Department of Human Services (ODHS) seeks an executive-level Facilities Administrator/Business Operations Manager 3 to join our Office of Facilities Management (OFM).

Customer service is the highest priority. OFM serves both internal and external customers. Your customers will include people living in Oregon communities who are seeking services and being served by ODHS and the Oregon Health Authority (OHA). Our customers include, our Sovereign Tribal Nation partners, our community partners, the public, and our workforce. All of our customers and partners depend on this position to insure safe, trauma informed, functional and welcoming workplaces.

The Facilities Administrator will represent the department and speak for the Directors of both agencies, ODHS & OHA, in addition to Department of Administrative Services (DAS) leadership on facility-related matters before local planning commissions, state legislature, city and county governments, and other regulatory agencies.

We are looking for a leader who can see the future of facilities for the agencies and who will incorporate community and customer voices into conversations about existing and new spaces while finding innovative solutions to reducing our overall footprint and creating spaces where agency programs can come together to offer single point access for services.

As hybrid and remote working has become a significant component of our agencies, and our workplace capacity requirements are changing. We expect this to fundamentally influence workplace capacity planning. However, we still need to be able to meet the needs of those we serve in person as well.

We need a leader who supports innovations for in-person, remote, and hybrid work while fostering open communication and collaboration with local office leadership and communities across the state.

In this position, you will be expected to work with many interested parties to find solutions to create workspaces using a trauma-informed design and approach to ensure safety, and a welcoming and comfortable atmosphere that supports inclusion and belonging. These spaces must meet the needs of our employees and the people we serve and will require flexibility through the integration of virtual and diverse physical workplaces. Whether employees are in a hybrid working situation or not, our office-based organizations will need to ensure we are providing a safe and reliable workspace for them that enable collaborative work that allows them to connect with the people we serve, and the community, both physically and virtually with zero complications.

Your duties at a glance
The Facilities Administrator is an executive leader who will create a collaborative, equitable, and trauma-informed environment that empowers and supports a dynamic team of professionals. You will proactively develop strategies to recruit, retain and promote a diverse staff while demonstrating and recognizing the value of individual and cultural differences to create a work environment where the persons\' abilities are valued.

The Office of Facilities Management (OFM) is located within the ODHS Shared Services Division. Shared Services serves both ODHS and OHA through a service level agreement that includes management and oversight of costs, maintenance, and utilization of all ODHS and OHA buildings, furniture inventory, telecommunications, and collaboration with oversight of ODHS fleet vehicles with the ODHS Finance department and participating agency programs. OFM serves as the point of contact and coordinator for all issues related to ODHS and OHA leased facilities, DAS-involved building and renovation projects, and telecommunications.

In addition, this position represents ODHS and OHA as a liaison with all Tribal Nation partners in the State of Oregon on facility matters. Part of your duties will be to proactively communicate with and engage ODHS/OHA program managers and staff and represent the agencies and Directors at meetings and hearings, including but not limited to, testifying before County Commission meetings, City Council meetings, Planning Commission meetings, negotiations with landlords and developers, community partners and resolving issues between the department and other state agencies. You will also review, edit, and approve real property leases and space agreements.

EXPERIENCE AND EDUCATION
Seven years of supervision, management, or progressively related experience; OR four years of related experience and a bachelor\xe2\x80\x99s degree in a related field; OR
An equivalent combination of education, training, and experience.

Business Acumen Understanding of budget management with knowledge of or experience working in the public sector and knowledge of stewardship and policy, including MWESB and SDVBE, as an essential function. Should be able to prioritize and focus the spending on the most important things, experience with federal funding. The ability to manage human resources, financial, procurement, assets, and information resources effectively to meet the agency\xe2\x80\x99s and state\xe2\x80\x99s mission.
Accountability/Transparency Ability to hold self and others to high standards of honesty, transparency, and integrity. Demonstrated experience following through on action items, and meeting commitments made to management, partners, staff, and peers.
Experience with Universal, Inclusive, and Equity Focused Design The ability to collaboratively plan and transform/create spaces for users with the widest range of abilities and in the widest range of situations while making design choices that consider personal identifiers like disability, race, language, age, and gender and a focus on designing for groups that have been historically underrepresented or ignored.
Community Partnership/Community Engagement/Equity The ability to consider and appreciate multiple perspectives, backgrounds, and values and integrate them throughout the organization, creating opportunities to achieve organizational goals effectively. Prior lived or working experience supporting indigenous, refugee, and immigrant populations.
Experience in trauma-informed design The ability to integrate the principles of trauma-informed care into the design to create physical spaces that promote safety, well-being, and healing. This requires realizing how the physical environment affects identity, worth, and dignity, and how it promotes empowerment.
Professionalism and Relationship Building Demonstrated experience exhibiting professionalism (which includes competence and knowledge of the body of work, conscientiousness, integrity, respect, emotional intelligence, appropriateness, and confidence) in working with others internally, as well as with those at different position levels and building and sustaining relationships in which people know and trust you.

Working conditions
  • 24/7 Coverage with evening and weekend work required at times.
