Energy and Sustainability Planner
The Energy and Sustainability Planner will provide a full range of knowledge and technical support to the U.S. Marine Corps Forces Reserve (MARFORRES) Facilities (FAC) Environmental Department located at Marine Corps Support Facility New Orleans, New Orleans, Louisiana.

Primary Responsibilities
The Energy and Sustainability Planner will review existing documentation to develop and coordinate mandated energy management and related Federal conservation projects, to include supporting documentation (DD Form 1391s and site approvals) in accordance with Headquarters Marine Corps (HQMC) and Department of Defense (DoD) directives and guidelines. The support will include planning, coordinating, and arranging for the development, funding, processing, and management of energy projects. The Energy and Sustainability Planner will provide information on the life-cycle cost-effectiveness for energy projects, as well as perform the following primary tasks:

  • Review current sustainability and energy utilization, technologies, and methodologies. Provide recommendations to assist MARFORRES compliance with existing energy and sustainability goals to include reduction of energy usage and other energy savings initiatives; development and use of alternative energy resources; and water and natural gas conservation efforts. In addition, the ideal candidate will act as subject matter expert (SME) on operations and functions of the MARFORRES energy program.
  • Establish an energy consumption intensity baseline for 160 MARFORRES sites located in the continental United States (CONUS), Puerto Rico, and Hawaii, based on available historical data. The candidate will develop and implement the Site Unit Energy Manager (UEM) Program in accordance with current initiatives and draft, coordinate, and arrange for the development of a MARFORRES Energy Policy. The candidate will support the development and implementation of a Facilities Retro- commissioning Program in accordance with current initiatives and provide information on the feasibility of alternative energy generation methods, special financing for energy projects, and the integration into Facility Related Control Systems (FRCS).
  • Lead the development and implementation of the MARFORRES Sustainability Strategy (MS2) by applying applicable laws and developing proposed methodology for execution of the Sustainability Action Plans (SAPs) catalogued therein. This activity will require communication and coordination with MARFORRES FAC and Marine Corps Reserve Center (MCRC) Inspector-Instructor (I&I) staff to implement the strategy. Conduct field surveys and interviews with internal and external stakeholders as required. Develop, evaluate, and select preferred life-cycle implementation scope, process improvements, and cost/benefits associated with implementation. Identify operations & maintenance(O&M) requirements and costs for program-wide implementation.
  • Support development of a program to monitor and maintain FRCS across MARFORRES Facilities to ensure energy and mechanical systems are operating with designated parameters and report any deviations or deficiencies. The candidate will provide support to electronic nationwide online monitoring and remote metering programs and associated systems. Additionally, provide subject matter expertise to identify requirements to modify, upgrade, and troubleshoot FRCS; assist with determining scope of work during daily operations and maintenance; and provide technical support for corrective actions pertaining to maintenance, production, and operational requirements.

Qualifications

Required Qualifications
  • Bachelor\'s degree in urban planning, energy and sustainability, architecture, landscape architecture, civil engineering, geography, public policy, or related area. Master\'s degree is preferred.
  • 5 years of planning experience. Community or military planning experience is preferred.
  • Experience in or knowledge of the military services is preferred.
  • Strong verbal and written communication skills.
  • Strong quantitative problem-solving abilities.
  • Strong organizational and time management skills with an understanding of project timelines and deadlines.
  • AICP, PLA, RA, or EIT (Desired).
  • Able to pass general background check.
  • Able to obtain a US security clearance.
  • Able to travel nationally as needed.

The expected compensation range for this position is $64,330.00.00 - $$91,900.00 annually/hourly depending upon skills, experience, education and geographical location. (Stated benefits are for full-time regular positions. Temporary and part-time roles eligible for limited benefits.)
