The Hydropower and Water Systems Deployment group within the Energy Conversion and Storage Systems (ECaSS) Center is focused on engineering, validation, integration, and commercialization for marine energy and hydropower systems, as well as research to explore the optimal performance of renewable energy supported water treatment and delivery systems. Staff in Hydro & Water Systems have broad expertise, and include mechanical, electrical, systems, and ocean engineers, policy and regulatory analysts, technicians, commercialization experts, and project managers.

The Hydro & Water Systems Deployment group is looking for a full-time Senior Regional Energy and Community Engagement Expert, who will focus on the successful execution and delivery of community energy transitions and technical assistance programming administered by NREL.

The successful candidate will apply a deep understanding of, and direct experience with energy efficiency, renewable energy, energy storage, and microgrid projects through technical assistance; of particular interest are rural and remote communities and opportunities to meet the Justice 40 goals.

Previous experience providing technical assistance in one or more areas is required: setting community energy or emission goals, planning community energy programs or projects, analyzing potential pathways and technology selections, energy program and project deployment and/or energy project financing in order to successfully identify the path that works best for any particular community. Knowledge and experience in the following will support a candidate\xe2\x80\x99s successful application: stakeholder engagement, data collection and aggregation of past technical assistance or grant-funded deployment programs, impacts design and analysis, technical analysis of technical assistance program successes and barriers, and design of a technical assistance consortium to facilitate infrastructure investments that advance clean energy, environmental justice, and resilience. The successful candidate will demonstrate advanced understanding and application of project management principles, concepts, practices, and standards.

The candidate will support the implementation of a technical assistance program for remote and island communities. Knowledge of domestic incentives, markets, and policies used to support clean energy and resiliency will be important for candidate success in this position. Knowledge of diversity, equity, and inclusion principles and how they apply to communities will be particularly helpful. The candidate will also identify and respond directly to community procurement and technical assistance needs and will coordinate with the appropriate technical resources within the lab, and across other DOE labs.

Expected Job Duties

  • Oversee and guide technical, financial, and contractual work, resources, and projects for one or more complex tasks or projects.
  • Assist in program development and/or a portfolio of energy projects that will involve a variety of strategy, planning, and deployment of energy project development tasks.
  • Identify cost-effective opportunities to save energy, use distributed energy and that also improve energy resilience for residential, commercial and/or industrial ratepayers.
  • Navigate complex federal, state, and local policies and markets, and utility regulations, to facilitate project development.
  • Consider the needs of diverse, equitable, and inclusive community partners, consider energy democracy, and bring to bear a wide variety of perspectives to programs and projects.
  • Develop, lead, and facilitate webinars, workshops, conference presentations, and other trainings as needed.
  • Write publications, resource and guidance documents, fact sheets, case studies, and other communication products.

Basic Qualifications For Researcher V level

Relevant PhD and 9 or more years of experience . Or, relevant Master\'s Degree and 12 or more years of experience . Or, relevant Bachelor\'s Degree and 14 or more years of experience .

For Researcher IV Level
Relevant PhD and 4 or more years of experience . Or, relevant Master\'s Degree and 7 or more years of experience . Or, relevant Bachelor\'s Degree and 9 or more years of experience .

Annual Salary Range (based on full-time 40 hours per week) Job Profile: Researcher V / Annual Salary Range: $111,600 - $200,900
Job Profile: Researcher IV / Annual Salary Range: $93,100 - $167,600
