COMPENSATION & BENEFITS:
0-3% Merit upon successful completion of the probationary period and 0-3% annual merit increases thereafter based upon evaluation score.

DESCRIPTION:
Assists in the development, coordination, conduct, facilitations, and management of the county-wide emergency management program. Collaborates on programmatic emergency management efforts with partners in various County departments, fire and special districts, law enforcement agencies, and with regional, state, federal, and private partners.

ESSENTIAL FUNCTIONS
  • Develops relationships with public safety agencies, county government, and other local and regional entities to facilitate plan development, response effort coordination, and exchange of ideas to ensure the county is prepared to handle emergencies and disasters.
  • Serves as a liaison to County staff, the public, private groups, and other agencies; represents the County in various public and private organizations and community groups on emergency preparedness; provides assistance to other agencies with the development of their emergency response plans; provides operational information to private groups, special districts, county, state, and federal agencies; establishes and maintains highly effective cooperative relations with other government agencies, civic groups, private industry, and the general public
  • Responds to and resolves difficult and sensitive inquiries and complaints; provides information to the public concerning emergency preparedness.
  • Seeks program funding through grants and other opportunities and maintains documentation related to those funding streams; prepares grant reports.
  • Serves as a leader and expert in Emergency Management, particularly during activation of the Emergency Operations Center (EOC), including serving as alternate EOC manager and working to ensure a coordinated county-wide or regional disaster response.
  • Develops and maintains a working understanding of alternative communication systems, coordinates updates to equipment and other readiness activities.
  • Prepares program reports for senior-level supervisors; reviews reports and records of program activity to ensure progress toward specified program objectives.
  • Assists with coordinating the county\'s Local Emergency Planning Committee as required by state and federal statute and provides outreach, information, and reporting reminders to hazmat facilities within the County.
  • Assists with development and maintenance of operational plans and procedures that are coordinated and implemented among all stakeholders (including but not limited to emergency response, continuity of operations, hazard mitigation, and recovery from emergencies/disasters) based upon federal, state, and local guidance; ensures compatibility with plans developed by other agencies throughout the local area and region.
  • Receives, reviews, maintains, and provides updates to partner organization\'s emergency plans, including but not limited to schools, hotel/resorts, hazmat facilities, hospitals, etc.
  • Maintains current and ongoing knowledge of relevant technology, equipment, operational trends and innovations; coordinates with relevant County departments regarding equipment recommendations and required maintenance, repair, or replacement to ensure optimal performance.
  • Performs complex assessments of hazards to evaluate preparedness activities and identify gaps to establish actions for increasing capabilities.
  • Develops, plans, and execute trainings and exercises with stakeholders. Develops after-action reports, identifies areas for improvement, monitors improvement plans, and ensures completion of identified improvement planning items in coordination with identified stakeholders.
  • Represents the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.
QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Education and Experience:
Bachelor\'s degree in emergency management, public safety, or a closely related field ; AND three (3) years of experience in emergency management, preferably with EOC or Incident Command Post experience; OR an equivalent combination of education, training and experience.

Required Knowledge and Skills
Knowledge of:
  • Principles and practices of emergency management.
  • Mission areas of emergency management.
  • Correct business English, including spelling, grammar, and punctuation.
  • Techniques for dealing with the public, in person and over the telephone.
  • Financial recordkeeping and accounting principles and terminology.
  • Concepts and terminology related to emergency management.
  • Techniques for dealing with a variety of individuals from various socioeconomic, ethnic and cultural backgrounds, in person and over the telephone.
  • Emergency management, National Incident Management System, Incident Command System, National Response Framework, Homeland Security Exercise and Evaluation Program, etc.
Skill in:
  • Written and verbal communication, including conflict management.
  • Multi-tasking and working flexibly in high-stress situations, making difficult decisions in a timely manner.
  • Utilizing Microsoft Office Suite and other relevant software.
  • Maintaining confidentiality of information or sharing information as appropriate.
  • Interpreting, applying, and explaining complex federal, state, and local laws and regulations.
  • Preparing clear and concise reports, policies, procedures, correspondence and other written materials.
  • Organizing and prioritizing work and meeting critical deadlines.

REQUIRED CERTIFICATES, LICENSES, AND REGISTRATIONS:
  • FEMA Professional Development Series OR FEMA Basic Academy
  • FEMA IS 100, IS 200, IS 700, IS 800
  • G2300, ICS 300, ICS 400, G191 within 6 months of employment
  • Nevada Emergency Preparedness Association (NEPA) membership within 6 months of employment
  • NEPA certified Nevada Emergency Manager/NVEM-A or IAEM Associate/Certified Emergency Manager within 1 year of employment
PHYSICAL DEMANDS & WORKING ENVIRONMENT:

Work may be performed in a dispatch environment or in the field during emergency events, where there is limited opportunity for physical movement or traversing varied terrains and locations; must remain alert and responsive; may be subject to extended work periods without relief, periods of high call volume, and stressful situations in a fluid and dynamic environment. Serves as Duty Officer when scheduled, which requires 24/7 availability, on a rotational basis and must be able to respond on nights and weekends as needed.

CONDITIONS OF EMPLOYMENT:
  • Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.
